Job Description

Summary

This job involves managing logistics for cyber operations, including negotiating agreements with other government agencies and military groups to secure resources and services for cyber missions worldwide.

It also requires analyzing and planning the transport of computing equipment and workspaces to remote locations to support the U.S. Cyber Command.

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S.

Cyber Command, Fort Meade, Maryland. CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Such experience is typically in or directly related to the work of the position to be filled.

Specialized experience would be demonstrated by 1) Manage multiple interagency support agreements with partner organizations to obtain and provide cyberspace mission services; 2) Provide analytical recommendations on complex issues, ensuring the Command gains optimal value from negotiated agreements; 3) Lead complex logistics analyses to design and produce transportable computing assets and workspaces to remote locations.

This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure. Major Duties:

  • Collaborate with partner organizations to define, negotiate, and maintain the various types of agreements such as Inter-Service Support Agreements, Memorandums of Agreement/Understanding, required to obtain and/or provide cyberspace mission services.
  • Negotiate with national-level organizations, federal agencies, Combatant Commands, and military services to obtain resources for the effective accomplishment of USCYBERCOM, its subordinate organizations, and the Cyber Mission Force worldwide.
  • Conducts logistical analyses to determine, document, justify and make plans to assure USCYBERCOM’s ability to maintain mission-critical command and control (C2) and cyber operations under emergency conditions.
  • Provides functional expertise to ensure logistics management functions are performed in a manner consistent with Command and governing higher-echelon regulatory and logistics policy/process guidelines.
  • Analyze and define logistics requirements essential to support the worldwide operations of USCYBERCOM Headquarters, subordinate command organizations, and the Cyber Mission Force.
