This job involves managing aviation resources for the Air Force Reserve, including handling flight training records, scheduling airspace, and using databases to support aircrew and parachutists.
It requires troubleshooting issues in flight services and creating reports to keep everything running smoothly.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Group Standard for Administrative & Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-7 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.
Specialized experience is experience which involves resolving a variety of problems associated with flight services, aircrew/parachutist training, wing flying hours, scheduling airspace, maintenance of aircrew/parachutist flight training records, database management various program, Aviation Resource Management (ARMS) updates, Ad-Hoc report writing, and etc., of assigned or attached aircrew/parachutists.
OR EDUCATION: Two full years of progressively higher-level graduate education leading to such a degree; or master's or equivalent graduate degree in education or a subject area related to the position to be filled.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent.
To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level.
Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages.
The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT TO VERIFY YOUR EDUCATION.
AND FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Knowledge of and skill in applying various aviation management programs, policies and aviation service eligibility directives; with personnel flight records maintenance, operating/navigating and troubleshooting ARMS data system operating procedures and preparation, processing, and auditing of associated documents.
2. Skill in Ad-hoc program design, development, interface requirements and modification of various reports using the ARMS database. 3.
Skill in evaluating the effectiveness of the program and developing strategies and recommendations for necessary improvements. 4.
Skill in inter-personal communication necessary to liaise with aircrew, Higher Headquarters (HHQ), and counterpart organization personnel and gain cooperation from others through tact, courtesy and diplomacy.
5. Ability to update aviation management software and generate products to monitor and ensure flight crews' eligibility for flight, regulatory compliance, and support unit leadership data needs. 6.
Ability to prepare staff reports and delivering briefings to flight crews to encourage understanding and acceptance of aviation management policies and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position.
ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay.
Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency.

Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application.
A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided.
The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement.
It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e.
honorable). Your preference and/or appointment eligibility will be verified prior to appointment.
Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements.
In addition to meeting civilian qualifications, applicants must obtain military membership in the Air Force Reserve, wear the uniform, maintain job-specific military specialty requirements, and meet other military qualifications such as age, height, weight, and physical fitness standards.

Plan, implement and control all operational administrative aspects of aviation resource management. Serve as an advisor/principle contact for unit leadership and other management officials.
Manage Aeronautical Orders for Career Enlisted Aviators (CEAs) and professionally qualified government civilian employees with squadron leadership and Host Aviation Resource Management Office.
Retrieve and maintain output products, accomplishes ARMS and training updates.
Receives, inputs and audits into ARMS database, squadron's aircrew members flight time and flying and ground training accomplishments.
Develop and execute procedures for the completion of annual flight physicals and receipt of documentation medically clearing crewmembers for flight status.
Notify unit leadership when individuals fail to maintain flying or medical standards. Substantiate personnel listings, determine position status and perform a wide range of administrative duties.
Act as OPR for the Rated Officer Flying Program to include monitoring Aviation Positions Indicator (API) codes, Aviation Service Codes (ASC), entitlement status and flying status to ensure accuracy and compliance with applicable regulations.
