Seattle Public Utilities (SPU) is seeking a Clean City Lead Inspector (Solid Waste Field Representative, Lead) in the Clean City Division.

The primary focus of the Clean City Lead Inspector is to meet community safety initiatives, service demands, and requirements of the Seattle Municipal Code (SMC).

The Clean City Lead Inspector will play a crucial role in keeping Seattle clean and safe by ensuring that SPU meets SMC, policy metrics, and timeliness identified through SMC, City Council, and the Mayor’s office.

Requirements

Here is some of what you might be doing in this role:
  • Respond to and investigate service requests primarily in the areas of illegal dumping and sharps.
  • Provide backup response and investigation for other Clean City programs including but not limited to Public Place Litter, Adopt a Street, and Unsheltered Services.
  • Arrange for and/or inspect trash and litter complaints in the public right of way.
  • Provide back up to other Clean City Programs, as needed.
  • Monitor contractor performance to assure collection and illegal dumping services are provided per proper procedures, regulations, and contract requirements and terms.
  • Assist in the development of procedures, policies, and protocols for the Sharps and illegal dumping programs.
  • Document business processes, create flow charts, draft procedures, and manuals, and inform customers and staff of appropriate business processes.
  • Create reports, spread sheets, service orders, and adjustments to service requests.
  • Conduct daily site inspections in addition to routine filed inspections to identify violations resulting from service requests received by customers and other city departments.
  • Interpret established policies and procedures and provide guidance to internal and external customers.
  • Resolve complex, escalated and politically sensitive service requests by way of inspections, customer interactions, and collaborations with other City departments.
  • Utilizes CSR Motorola applications and databases to conduct site visits and answer technical questions.

Qualifications

Experience: Requires a minimum of three (3) years of experience dealing with the public in enforcement, inspection, investigative work, or in resolving conflicts or in utility customer service; at least (1) one year which much include work similar to a Solid Waste Field Representative or in utility billing.

Education: Two (2) years of college-level education in public or contract administration, mathematics, sanitation, or similar courses that will provide the background to perform the work may be substituted for one year for the required experience.

Experience and Education Equivalency: Combinations of job-appropriate education, training, certification and work experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.

License, Certification, and Other Requirements: Current Washington State driver's license or evidence of equivalent mobility.

Work Schedule: 8am–5pm (Monday-Friday)


Work Environment:

  • May be required to work nights, evenings, weekends, and/or holidays.
  • May be required to drive a car for long periods, to walk in all types of weather, and to occasionally lift heavy weights such as trashcans.
  • May be required to work with customers and residents who are frequently hostile, threatening, or abusive.
  • May be required to work in unsanitary environments, including encampments, with occasional handling of waste.

Desired Qualifications:

To be successful in this role, a candidate should possess some of the following technical knowledge/experience of utility design, and leadership skills/abilities:
  • Hazardous materials/biohazardous material straining/certification
  • Handling and disposing of hypodermic needles
  • First Aid & Bloodborne Pathogens, Hazardous Material handling
  • Contract management, data collection, and performance metrics

The full salary range for this position is $50.02 - $58.38 per hour.
