Job Description

Summary

This job focuses on preventing sexual harassment and assault in the military by planning programs, training people, and working with teams to spot and reduce risks.

It involves educating leaders, building partnerships, and evaluating efforts to create safer environments.

Key Requirements

  • Bachelor's degree in behavioral or social sciences, or equivalent combination of education and experience
  • One year of specialized experience in sexual harassment/assault prevention, response, and victim advocacy
  • Knowledge of reporting, investigative procedures, and decision-making related to sexual incidents
  • Experience ensuring equitable distribution of advocacy duties among Sexual Assault Response Coordinators (SARCs) and Victim Advocates (VAs)
  • Ability to develop plans, methods, or local policies for SHARP program prevention
  • Skills in facilitating prevention activities across socio-ecological models and identifying risk/protective factors
  • Experience building collaborative relationships and briefing leadership on prevention efforts

Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is primarily responsible for the planning, execution/coordination and evaluation of prevention activities (policies, programs and practices), training, education, and outreach for sexual harassment and sexual assault.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Additional information about transcripts is in this document. Basic Requirements Degree: behavioral or social science; or related disciplines appropriate to the position.

OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

AND Specialized Experience: One year of specialized experience which includes 1) executing procedures, issues, and criteria related to prevention, response, victim advocacy, reporting/investigative procedures, and decision points and impacts related to incidents of sexual harassment and sexual assault.

AND 2) ensuring the equitable and appropriate distribution of advocacy duties among the pool of SARCs and VAs across the installation AND 3) developing plans, methods or local policies relating to SHARP program prevention.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Major Duties:

  • Provide technical and policy assistance in resolving problem areas related to the prevention of sexual harassment and assault.
  • Recognize existing or potential risk factors that can lead to sexual harassment or sexual assault.
  • Facilitate prevention activities for the installation that span across the socio-ecological model to address potential risk factors and bolster protective factors.
  • Identify protective factors that can minimize the risk or prevent sexual harassment and sexual assault.
  • Promote the development of methods and techniques required to execute the primary prevention capability.
  • Build and sustain productive collaborative relationships with other specialists involved in integrated primary prevention.
  • Brief leadership regarding command prevention efforts and impact, barriers to execution (e.g., lack of a supportive environment).
