PDCN: T5899000 Selecting Supervisor: Ashley Shelton BASIC REQUIREMENTS You must possess one of the following: Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.
OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.
OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.
GS-12 - Must have at least 1 year specialized experience equivalent to at least the next lower grade level, GS-11.
Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources.
Must have knowledge of the organization and its mission and utilized the organizational staff procedures.
Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
Establishes sexual assault reporting process and accomplishes documentation for the organization's program.
Advises and provides direction to personnel regarding Sexual Assault Prevention and Response policy, guidance, requirements, and processes.
Regularly evaluates the organization's sexual assault climate, programs, response capabilities, core values, and training needs.
EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification.

ADDITIONAL CONDITIONS OF EMPLOYMENT - Within 60 days of appointment to a Position of Trust and Moderate Risk; the employee must have a favorable completion and award of a Tier 3 background investigation and continuously maintain as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional.
In accordance with governing regulations, additional checks will be performed on a recurring basis.
Incumbents in these positions are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
- Within 90 days of appointment as a National Guard SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course.
- Within 120 days of appointment, unless previously D-SAACP certified, the newly appointed SAPR Professional will be required submit the DD Form 2950, must be submitted by the next D-SAACP review board.
- Within six (6) months of appointment, must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate.
An active D-SAACP certification must be maintained for this position.
- Incumbent must maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03 as a condition of employment.
In the event that D-SAACP certification expires, is suspended or is revoked, the individual is not authorized to serve in any SAPR position or perform SAPR duties until D-SAACP certification is reinstated.
Failure to maintain certification may result in disciplinary and/or adverse action up to removal from federal service.
- Incumbent must be able to work other than normal duty hours, to include evenings, weekends, and holidays, on an on-call or rotational basis.
The on-call or rotational status requires that SAPR VA work hours could vary, to include a requirement to be available 24/7, to respond to calls received via the helpline, from military or civilian law enforcement or from the military treatment facility or local hospital.
- This position may require temporary duty (TDY) business travel up to 25% of the time.
Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
May require travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. - This is a Testing Designated Position (TDP).
The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.
- This is an Essential Personnel position and may be subject to a maximum of 14 days of duty per year in preparation for, or in response to, a state emergency or disaster declaration.
Head of Agency requests to exceed 14 days in a year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1). Major Duties:
Serve as the single point of contact to coordinate response activities and oversee both military and civilian SAPR VAs in providing a non-clinical response to adult victims of sexual assault that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented within their AOR.
Ensure that SAPR VAs are applying best practices associated with victim advocacy, social service principles, and behavioral theories.
Apply basic strategies for skilled communication, including developing rapport and actively listening, to perform essential victim advocacy and support duties for adult cases of sexual assault as outlined in Department of Defense and Service policy, to include conducting risk screenings and non-clinical safety assessments, coordinating with relevant on-base and off-base resources, accepting official reports of sexual assault, and preparing the "Victim Advocate Recommendations to the Commander" in the absence of a SAPR VA or as requested by the victim in accordance with policy.
This work involves Privacy Act and Controlled Unclassified Information and is therefore highly sensitive in nature.
Serve as the single point of contact for command notification regarding sexual assault reports within their AOR and have unimpeded access to the victim and subject's Commander.
Provide expert guidance to SAPR VAs on the completion of the "Victim Advocate Recommendations to the Commander," finalize the recommendations package and provide to victim's Commander for decision.
Guide SAPR VAs in their efforts to implement mandatory standardized risk screening protocols to address immediate and ongoing risk and safety concerns and develop tailored interventions that address the needs of individual victims.
Advise SAPR VAs on how to prioritize confidentiality and informed consent standards when advising the victim on the purpose of any information shared during each interaction, ensuring to advise the victim on the protections and exceptions to confidentiality per Military Rules of Evidence 514 "Victim Advocate - Victim Privilege," and DoD Sexual Assault Advocate Certification Program Professional Code of Ethics, and applicable guidance.
Inform victims of the resources available and manage reports of retaliation, reprisal, ostracism, maltreatment, or to request a transfer in accordance with DoD and Service policy.
Ensure victim assistance and follow-up contact is provided by the SAPR VA until offense disposition is complete or the victim no longer wants to receive SAPR services.
Assist victims to identify and prioritize referrals and SAPR program resources tailored to their unique needs, prioritizing victim self-determination and informed decision making.
Employ complex trauma-informed practices to provide emotional support, ensuring victims feel respected, heard, and understood.
Provide culturally responsive services that empower marginalized individuals and adapt support strategies to align with the cultural, social, and personal contexts of each victim.
Develop and maintain ongoing working relationships with available military and civilian resources to aid in the process of providing a warm handoff a warm hand-off telephonically, virtually, or in-person to other resources, as applicable.
Manage SAPR cases and referrals, to include data entry of official reports of sexual assault and SAPR Related Inquires into the Defense Sexual Assault Incident Database within the applicable timeframes, ensuring compliance with DoD and Service policies, legal requirements, and guidelines ensuring a high level of data quality.
Advise applicable internal and external stakeholders, including other SAPR personnel, law enforcement, legal professionals, healthcare providers, and community organizations to facilitate a cohesive approach in sexual assault cases and foster collaboration.
Serve as a SAPR subject matter expert in interdisciplinary meetings and initiatives within the AOR and in the community as assigned by the Supervisory Principal SARC.
Assist in program evaluation and improvement initiatives by providing feedback and suggestions to the Supervisory Principal SARC and Sexual Assault Prevention and Response Advisory Committee, as applicable.
Develop and collaborate with relevant stakeholders on SAPR public awareness campaigns including planning local events for Sexual Assault Awareness and Prevention Month, representing the SAPR program in community outreach efforts as a subject matter expert, and ensuring that outreach efforts align with the SAPR program's strategic goals as assigned by the Supervisory Principal SARC.
Ensure that the organization's strategic plan, mission, vision, and values are communicated to the SAPR VAs and integrated into the team's strategies, goals, objectives, work plans, work products, and services.
