DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThis position serves as the primary researcher, leading complex property investigations, verifying ownership, and ensuring accurate documentation of City property interests. The role helps protect City real property assets and supports critical infrastructure projects while offering opportunities to lead process improvements and mentor a skilled team.
RESPONSIBILITIES:- May serve as team lead over lower level real estate staff; serves as project manager coordinating project activities and handles more complex real estate assignments.
- Perform advanced property research using public records, City records, survey drawings, and GIS data to confirm ownership and resolve discrepancies.
- Assign incoming research requests and review completed work for accuracy and completeness.
- Provide technical guidance and mentorship to team members on research strategies.
- Conduct weekly team progress meetings to monitor workload and ensure timely completion of assignments.
- Collaborate with attorneys on legal analysis related to property rights, agreements, and deed restrictions.
- Ensure timely entry of new requests into the research database and verify data integrity.
- Coordinate with Survey GIS to geocode property records and create new records for conveyances.
- Draft and submit comprehensive research summaries for internal departments, City officials, and external agencies.
- Prepare weekly status and monthly KPI reports with actionable recommendations.
- Perform additional tasks to support departmental objectives.
WORKING CONDITIONSThe position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions.
This is a Department of Houston Public Works Management position at the Tier III Level.
Requirements
EDUCATIONAL REQUIREMENTSRequires a Bachelor's degree in Real Estate, Business Administration, Public Administration or a closely related field.
EXPERIENCE REQUIREMENTSFour (4) years of professional experience in real estate activities, design or a closely related experience are required.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTSNone.
