About the Position: Incumbent serves as real property specialist performing in accordance with appropriate regulatory guidance, technical and administrative duties relating to real property accountability, real estate transactions, and real property assignments.

GS-09 Specialized Experience: One year of specialized experience which includes 1) reviewing requests for use of real property, 2) assisting with site inspections to ensure all real property is appropriately recorded, AND 3) preparing reports, justifications, staff papers and/or other correspondence pertaining to real property.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.

in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, Business Administration, or a related discipline.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-09 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

GS-11 Specialized Experience: One year of specialized experience which includes 1) maintaining real property inventory records utilizing a database system, 2) preparing required documentation for real property actions, AND 3) evaluating real property processes against relevant regulatory requirements to ensure compliance.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, Business Administration, or a related discipline.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Major Duties:

  • Responsible for technical preparation, accumulation, input and accuracy of all real property inventory data in a database system.
  • Ensures federal, state, and local regulatory compliance relating to the transfer and acceptance of accountable real property
  • Prepares justification for planned excess actions including demolition, transfer of ownership, sale, exchange, or act of nature.
  • Schedules and conducts physical inventory reviews of real estate and makes on-site inspections of construction projects to verify project content.
  • Accumulates and analyzes data to prepare special and routine reports on real property transactions, disposal, availability and other information as required.
