As a SENIOR HUMAN RESOURCES SPECIALIST, you will interpret HR policies and laws, process various personnel actions, and advise a team of specialists on internal placement activities using HR data management systems.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/09/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 04/09/2026.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the majority of the following duties: Providing quality work reviews, feedback, and guidance to staff in order to correct and/or address skill deficiencies; Researching a wide range of human resources laws, practices, and issues relating to employee pay and personnel record matters and analyzing individual cases to determine and apply appropriate solutions; Interpreting and applying appropriate guidance to establish and/or modify service computation dates, nature of action codes, and legal authorities associated with an employee's assignment to, or movement within an organization.

  • Advise management on a wide range of internal placement policies and procedures including, pay setting, special hiring authorities, detail programs, and HR Systems.
  • Serve as a subject matter expert managing pay and personnel records, verifying data, handling updates, and providing technical guidance on matters relating to HR data management systems.
  • Conduct regular training with customers on a wide range of non-recruitment related staffing matters including, career ladder promotions, conversions, details, settlement agreements, and leave without pay.
  • Conduct complex reviews of agency-wide issues requiring advanced technical expertise and deliver accurate, timely corrective actions to employees’ pay and personnel accounts.
  • Aid audit team in gathering pertinent case files for review and assisting in rectifying data.
  • Interpret and provide advice on standard operating procedures and/or policies.
  • Plan initiatives and carry out studies, special projects, and evaluations in assigned HR functional area with a view toward analyzing significant problems and developing recommendations for improvements of procedures and policies.
