Summary

This job involves leading financial planning, budgeting, and oversight for cyber-related acquisition programs at U.S.

Cyber Command, including analyzing budgets, forecasting resources, and advising on fund use to ensure programs stay on track.

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, MD.

Specialized experience would be demonstrated by interpreting new regulations, policies, or procedures to determine their effect on budget actions; reviewing budget estimates, funding requests/approvals, or past expenditures within an organization; advising others on aspects of acquisition projects such as resource allocation or resource utilization; AND analyzing manpower and accounting requirements to develop plans in line with agency goals.

Major Duties:

  • Leads and executes program and budget functions for PEO JCWA and other command acquisition programs, including budgeting, programming, and financial management oversight.
  • Provides subject matter expertise on planning, programming, budgeting, and budget execution review for U.S. Cyber Command acquisition programs.
  • Analyzes the impact of new legislation and policies on the budget; provides guidance to program managers to develop substantive program budgets.
  • Monitors and reviews the use of funds, including obligations and expenditures, and advises program managers on fund availability.
  • Develops and resolves complex issues related to the U.S. Cyber Command Budget Estimate Submission and the President's Budget Submission.
  • Utilizes data analytics and data mining to research and resolve complex financial issues.
  • Establishes multi-year forecasts for manpower, budget, and accounting requirements.
