Summary

This job involves acting as the top security expert for highly sensitive military programs in the Air Force, advising leaders on policies and managing security for classified information and facilities.

The primary purpose of this position is: To serve as the Air Education and Training Command (AETC) Government Special Access Program (SAP) Security Officer.

Serves as subject the matter expert and security advisor to senior MAJCOM, NAF, and Wing leadership on USAF, DoD, and National level SAP policy and management.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience includes Examples of specialized experience includes: I have at least one year of specialized experience equivalent to the GS-12 or above or equivalent pay band which includes knowledge of Developing goals and objectives that integrate organization and S5 objectives.

Researches, interprets, analyzes and applies policies, procedures, and mission objectives.

Establishes policies and procedures and provides oversight of the following sub-functions within the S5 Section Plans and Programs, Security Systems, Agreement/Memorandum of Agreement (MOA)/Memorandum of Understanding (MOU), Mutual Aid Agreement (MAA) and other assigned programs that achieves the mission requirements of the overall branch while meeting the needs and intent of the Group Commander.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Thorough knowledge of a wide range of advanced concepts, principles, criteria, requirements, technology, and practices involved in security. 2.

Extensive knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies. 3.

Knowledge of security procedures to handle, protect and maintain control of TS/SCI/SAP classified material and media and skill to interpret a variety of security program laws, directives, regulations, and guidance to assist staff in establishing and operating internal security programs.

4.

Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations.

5. Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences.

Ability to establish effective professional working relationships with coworkers, customers, and other agencies contributing to a cooperative working environment and successful accomplishment of the mission.

PHYSICAL DEMANDS: The work requires some recurring physical exertion, such as long periods of standing, walking, bending, stooping, reaching, crawling and similar activities during inspections of SAP facilities.

Performance of work may take place in attics, crawlspaces, walls, ceilings, and other limited access spaces, or in construction sites when planning and monitoring the installation of security systems as part of original or modification construction.

Work may require some common characteristics and abilities of physical agility and dexterity to work in confined spaces and to move or lift moderately heavy security equipment such as computers, printers, boxes other security objects (20-70 pounds).

Work Environment Typical working conditions are an indoor office environment. Most security inspections are conducted in an inside environment as well.

Such inspections incur regular and recurring exposure to moderate discomforts such as working in confined spaces. Other significant facts pertaining to this position are: 1.

Position is designated critical-sensitive; employee must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). 2.

The employee must possess accurate knowledge and appreciation for sensitive security programs and procedures, and shall be subject to a periodic counter-intelligence scope polygraph examination and submit to additional background checks as a condition of employment and/or continued access to the SAP.

3. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 4.

The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. 5.

Irregular duty hours (nights or weekends) and overtime may be required as workload demands. 6.

Knowledge of SAP computer systems networking and programs such as Outlook, Access, Word, PowerPoint, and Excel is required for performance of duties. 7.

Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification.

The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

DUTY 1: Plans, organizes, and directs the security activities of the Advanced Programs Division, ensuring Special Access Programs (SAP) and related security program functions comply with legal and regulatory requirements and meet AETC organizations' needs.

DUTY 2: Implements And Administers the Information Security Program For The Advanced Programs Division HQ AETC/A3Z.

DUTY 3: Serves as the Air Education and Training Command's Sensitive Compartmented Information (SCI) Special Security Representative (SSR) and administers the Personnel Security Program.

DUTY 4: Implements And Administers The Physical Security Program For The Advanced Programs Division HQ AETC/A3Z.

DUTY 5: Implements Security Education and Training Programs for the Advanced Programs Division HQ AETC/A3Z.
