Full Job Description

This position is located in Defense Information Systems Agency at White House Communications Agency located at Joint Base Anacostia-Bolling.

This position is subject to convert to DOD Cyber Excepted position in the Excepted Service under 10 U.S.C. 1599f. In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Implementing national level security guidance, agency standards, guidelines, and policies for major special access programs, or knowledge of security disciplines, concepts, principles, and practices in order function as a technical expert and advisor in the personnel security discipline.

Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.

Prior to reporting for duty, the incumbent must be approved for Presidential Support Duty (PSD) in accordance with Department of Defense Directive 5210.55 (PSD Category II, minimum).

Prior to selection, the applicant must be pre-screened for PSD suitability.

Prior to PSD- Incumbent must have Top Secret security clearance based upon a Single Scope Background Investigation (SSBI) and be eligible for access to Sensitive Compartmented Information (SCI) when specifically required and must be able to maintain the required level of clearance while employed in the subject position.

Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

This position is NOT subject to the limitations imposed by the DOD Priority Placement Program per Memorandum dated 09 MAR 2018.

This position is subject to convert to DOD Cyber Excepted position in the Excepted Service under 10 U.S.C. 1599f. Major Duties:

  • Provides input in the development, review, and revision of WHCA personnel and industrial security programs and policies.
  • Directs the pre-employment personnel security screening interviews to ensure prospective candidates meet the stringent requirements of the Presidential Security Program (PSP) managed by the Executive Secretariat, Office of the Secretary of Defense.
  • Maintains, updates, and provides program security guidance to program managers, as well as provides personnel security and security classification guidance.
  • Manages the implementation and review of Operations Security procedures and provides written assessments of the procedures.
  • Coordinates with external security managers, contractor facility security officers (FSOs), and/or other federal agencies concerning issues involving personnel security.
