This job involves managing contracts and operations for government sealift programs, including overseeing ship management services, manpower, and quality assurance to ensure smooth maritime operations.
You'll advise on technical matters, review and modify contracts, and lead discussions in public forums.

This position is located in the Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD).
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience developing ship management services through Ship Manager Contracts and General Agency Agreements.
Experience overseeing of manpower management; management of a Quality Assurance Surveillance Program.
Experience recommending and participating in periodic contract administrative reviews and modifications; and moderating public forums.

Major Duties:
As a Sealift Programs Business Manager, you will: Serve as the Office principal technical advisor for developing ship management services through Ship Manager Contracts and General Agency Agreements.
Supervise the designated aspects of manpower management for the offices within Strategic Sealift and associated MAR-codes.
Responsible for the Ship Manager Contract Quality Assurance Surveillance Program. Provide oversight of the Ship Manager Contract through the Performance Evaluation Appraisal System.
Conduct moderator functions during public forums, including the Ship Managers Executive Working Group meetings.
The ideal candidate is experienced in providing ship management services through Ship Manager Contracts or General Agency Agreements; overseeing aspects of manpower management; managing a Quality Assurance Surveillance Program; and participating in contract reviews and recommending contract modifications.
