Full Job Description

You will serve as a PROGRAM ANALYST in the Program Executive Office of PEO SSN.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-12/13 equivalency), in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Managing Foreign Military Sales (FMS) cases to oversee contractor performance and guide Information Assurance programs for the effective delivery of submarine-related capabilities and services to international partners and allies.

Examples of qualifying experience include: Experience in Department of the Navy (DON) program management in life-cycle Foreign Military Sales (FMS) cases.

Experience with Department of Defense (DOD) and DON strategic planning, policies, and procedures governing Security Cooperation.

  • You will be responsible for providing guidance and schedules for the Information Assurance (IA) program plans and events, alongside managing contract oversight to ascertain contractor performance and compliance.
  • You will oversee operations for FMS cases within Team Submarine to include the development of Letters of Offer and Acceptance for the acquisition of approved systems and services.
  • You will work directly with Navy International Programs Office to develop and maintain the export policy as voted upon by the Technology Transfer Security Assistance Review Board.
  • You will work closely with Program Offices, Partners and Allies for the day-to-day administration of Cooperative Programs.
  • You will oversee and attend Program Management Reviews and Executive Steering Committees with Partners and Allies.
  • You will work with Naval Undersea Warfare Centers, Naval Supply System, and Naval Sea Systems Command to coordinate the efforts to fulfill all contract requirements to build, deliver, and maintain FMS capabilities purchased by Partners and Allies.
  • You will coordinate group efforts and consolidates findings into a proposed product, developing and delivering briefings to senior stakeholders.
  • You will direct and evaluate complex studies and develops new methods and procedures to measure program results, and effectiveness, recommending courses of action to senior stakeholders.
  • You will review and prepare program documentation to determine appropriate changes or corrective actions.
  • You will track and monitor case performance and execution status.
  • You will identify and facilitate potential solutions and evaluate technical, cost, and schedule implications of each viable solution.
