Full Job Description

The Real Property Leasing Contracting Officer (LCO) is responsible for the acquisition, administration, and disposal of interests in real property within the United States and U.S. possessions.

**Please note that career progression to the GS12 grade level requires a baccalaureate degree from an accredited institution or 24 college semester hours of business credits.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Apply real property policies, procedures, and guidelines to complete assignments such as verifying property details, updating records, or preparing supporting documentation for acquisition or disposal actions.

Review written instructions, regulations, and technical guidance to understand requirements and ensure accuracy in assigned tasks, request clarification when needed.

Coordinate with team members, program staff, or external stakeholders to exchange information, clarify requirements, and ensure timely completion of assigned real property tasks.

Apply sound judgement to Identify issues, evaluate options, and recommend practical solutions under limited supervision.

OR Master's or equivalent graduate degree in Accounting, Business, Finance, Law, Economics, Industrial Management, Marketing, Projecting Management, Public Administration or a closely related field of study.

OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B.

or J.D., if related Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education.

You are qualifying for this position based on a combination of experience and education.

This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements.

The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Acquires office, warehouse, laboratory and other special purpose space(s) through government lease, permit, agreement, memorandum of agreement, donations, exchange, and purchase.
  • Provides technical guidance to program managers regarding real property acquisition.
  • Works with programs to identify and refine their space requirements and specifications to meet mission requirements.
  • Participates in short and long term planning of real property portfolio for both GSA and agency delegated leases.
  • Conducts market surveys of available buildings and sites for lease acquisitions to ascertain their suitability.
  • As lease administrator, ensures the lessor’s compliance with all terms of the lease agreement, to the maximum extent possible.
  • Conducts mandatory field surveys of owned properties, as necessary.
