Summary

This job is for a lead specialist who guides teams in buying land, easements, and rights-of-way for major U.S.

Army engineering projects, while managing budgets, timelines, and negotiations with property owners and government agencies.

It involves overseeing real estate acquisitions, reviewing project files for accuracy, and helping resolve complex property issues.

About the Position: This is a Lead Realty Specialist, GS-1170-12 position with USACE, Southwestern Division (SWD), Fort Worth District, Real Estate Division, in Fort Worth, TX.

Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes: 1) Performing realty transactions involving the acquisition of project lands, easements, or right-of-ways; AND 2) Managing real estate projects including cost estimates or schedules.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major Duties:

  • Direct and advise clients, sponsors, and team members on the acquisition of major project lands, easements, real property and right-of-ways.
  • Manage and develop project budgets and project funds as well as milestones, time lines, cooperative agreements and other planning reports.
  • Review and monitor overall project execution.
  • Plan, direct, control and review work of employees and other Corps offices engaged in the acquisition of real property and relocation of persons displaced in connection with projects.
  • Acquire property to coordinate and negotiate with property owners, federal agencies, state and local governments, banks, and insurance companies.
  • Develop strategies that assist other realty specialists to handle unique situations.
  • Examine and audit acquisition files created by Fort Worth realty specialists and from other participating Corps Districts for thoroughness, validity and consistency.
