Job Description

Summary

This entry-level Realty Specialist role with the U.S.

Army Corps of Engineers involves supporting real estate tasks for projects like civil works, military bases, and leasing, such as preparing documents, assisting with transactions, and applying basic real estate principles.

It's ideal for recent college graduates or those with some administrative experience who want to start a career in government real estate management.

The position starts at GS-05 and can grow to GS-11 with on-the-job training.

Full Job Description

This position is being filled under the Direct Hire Authority for Post-Secondary Students and Recent Graduates.

About the Position: The employee is assigned to a team in the Real Estate Division in one of several functional areas: civil works project support, civil works operations and management, military installation support, leasing, support to other agencies, or other functional work groups.

Who May Apply: To be eligible for consideration you must meet the definition of recent graduate as defined below: Recent Graduate: a person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment of the applicant.

Exception: For a person who has completed a period of obligated service in a uniformed service of more than four years, the degree may be awarded by an institution of higher education not more than four years before the date of the appointment of the applicant.

In order to qualify, you must meet the education and experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant education and experience.

Additional information about transcripts is in this document. Applicants may be selected at GS-05, GS-07, or GS-09 grade level. The full performance grade of this position is GS-11.

Applications may be accepted & tentative job offer extended from individuals who expect to complete qualifying education within 9 months of appointment.

GS-05 General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes compiling correspondence and documents related to real estate projects; assisting higher graded staff in working with real estate principles, concepts, and practices, assisting with real estate transactions or related administrative work.

This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR Education: Four-year course of study leading to a bachelor's degree.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120.

Add the two percentages.

GS-07 Specialized Experience: One year of specialized experience which includes reviewing and researching real estate policies, procedures, regulations and concepts; assisting higher graded staff in real estate related transactions and developing or completing real estate documents.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as, Real Estate, Law, Business Administration, or a related discipline.

(Note: You must attach a copy of your transcripts.). OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement.

In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled such as, Real Estate, Law, Business Administration, or a related discipline.

Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18.

GS-09 Specialized Experience: One year of specialized experience which includes researching and implementing real estate principles, regulations, concepts, and practices; assisting with real estate transactions and related document preparation; or participating in real estate negotiations for projects.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).- OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as, Real Estate, Law, Business Administration, or a related discipline.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Major Duties:

  • Serves as a team member for any of the teams established for the Civil or Military Branch.
  • The work involves acquisition in fee and lesser estates to support unique Federal public infrastructure projects.
  • Transactions cover properties ranging from wide areas of public domain lands, state owned lands, privately owned lands, residential areas, commercial and industrial tracts.
  • Obtains all required data, i.e. ownership, cadastral maps, legal descriptions, appraisals, and other required documents.
  • Drafts and processes options to purchase or lease space for Military Service recruitment.
  • Negotiates cases involving coordinating with several governmental agencies, those in which individuals or corporations make unusual demands, or leases without precedent or which require negotiating build-outs or other terms.
  • Issues real estate instruments for use of Federal real property.
  • Conducts compliance inspections of real property under the control of the Corps of Engineers and as necessary to assure compliance at military installations and public works projects.
  • In case of fee-owner property for GSA disposal, inspects premises and obtains information from records for certification to GSA.
