Full Job Description

Organizational Location: This position is with the Department of Homeland Security (DHS), within U.S. Customs and Border Protection (CBP), U.S.

Border Patrol Headquarters (USBP), Program Management Operations Directorate (PMOD), Infrastructure, location is negotiable after selection.

You must select one of the following locations: Laguna Niguel, CA Washington, DC Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing complex real property transactions and portfolios (owned, GSA leased, agency leased, permitted, licensed) including acquisition, utilization, and disposal actions within an assigned geographic area; Preparing, reviewing, and finalizing real property transaction documents such as leases, permits, licenses, title reports, curative instruments, site evaluation reports, and Real Property Reports of Excess to support acquisition and disposal decisions; Negotiating terms and conditions of leases and other real estate agreements, conducting lease-versus-purchase and other cost/benefit analyses, and recommending acquisition strategies for new or existing locations; Ensuring all real property actions comply with Federal Acquisition Regulations, Federal Property Management Regulations, GSA directives, CBP/USBP real property policies, and applicable laws, and providing technical guidance to stakeholders on these requirements; Maintaining and reconciling real property records and tracking systems, monitoring portfolio status and metrics, and preparing recurring reports and briefings for leadership on real estate activities and issues.

As a Realty Specialist, you will be responsible for performing expert real property acquisition, management, and disposal work in support of the U.S.

Border Patrol's mission and infrastructure requirements.

Typical duties will include: Implementing USBP's land management objectives, including acquisition of land rights, and providing non-supervisory guidance and direction to realty specialists and contractors to perform tasks and actions that support agency priorities in accordance with Federal Acquisition Regulations (FAR), GSA guidelines, and applicable law.

Initiating, preparing, and reviewing real property transaction documentation for property management including ownership, leases, permits, and license agreements.

Supporting project teams in acquiring necessary land rights for construction and related program-level efforts, including database and case file management, process and policy development and implementation, and compiling information for required reports.

Performing acquisition, management, and disposal of real property, for real property supporting new construction projects.
