The primary purpose of this position is to provide surveillance of work performed by functional service contract.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions .
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate Education: 4-year course of study leading to a bachelor's degree or Experience: General Experience (for GS-5 positions): 3 years, 1 year of which was equivalent to at least GS- In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems.
Specialized experience is experience that provided a general knowledge and under-standing of traffic or transportation programs or operations: as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of supply management policies, procedures, programs and functions to evaluate contractor performance. 2.
Knowledge of quality assurance principles, practices, procedures, sampling methods/techniques, procurement procedures and policy. 3. Knowledge of inspection techniques and Base Supply processes. 4.
Knowledge of standard contracting regulations. practices, and procedures. 5. Ability to gather, analyzes, and presents facts. 6.
Ability to communicate, both orally and in writing, clearly, concisely and with technical accuracy. 7.
Knowledge and understanding of basic computer software (e.g., power point, word processing, spreadsheets).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

The employee independently plans, develops, organizes, administers, evaluates, and coordinates an extensive comprehensive acquisitions quality assurance program.
The employee revies contractors quality control plan, procedures, and practices to assure adequacy and compliance.
Reviews contractor functions for adequacy and accuracy of records Coordinates issues pertaining to the assigned quality assurance program area for designated installations Complies with safety rules and procedures by being aware of applicable safety procedures and wearing required safety equipment
