King County Metro Transit's Rail Division is seeking a to fill a Special Duty Assignment for a Project/Program Manager I (PPM I).

Working under direct supervision an Administrator IV, this position provides support for Rail Division projects, including working with automated information systems, digital records, and train surveillance video systems.

The Project/Program Manager I assists with data extraction, review, and management, supports technology deployments, and helps maintain asset management and preventative maintenance tracking.

The role requires comfort working across multiple systems, managing technical information accurately, and supporting technology-driven processes in a safety-sensitive, regulated environment.

About Link Light Rail

King County Metro Transit's Rail Division manages and maintains Sound Transit's Link light rail service and City of Seattle’s streetcar system.

Link light rail currently spans a 41-mile route from SeaTac to Federal Way and a 6.6-mile route from Redmond to South Bellevue.

By the end of 2026, light rail is projected to expand to nearly 60 route miles, adding two new stations. Additional expansions to the Link system will be coming online for years to come.

Seattle Streetcar includes the 1.3 mile South Lake Union line and the 2.5 mile First Hill line, proudly serving the diverse and vibrant communities around Seattle’s downtown core.

These rail services complement Metro's extensive fixed-route bus system and mobility services.

Puget Sound transit agencies are collaborating to create an integrated transit network that enables people to travel farther, faster, and more easily.


Who May Apply
This position is open to current Career Service King County Metro employees who have successfully passed their 6-month probation in their current career services position. Employees that are currently serving a probationary period are not eligible for this special duty assignment. This recruitment process will be used to fill one (1) Special Duty Assignment (SDA) position. This recruitment may also be used to establish an eligibility list or pool to fill future special duty assignment opportunities in this group that may occur over the next twelve months from the establishment of the list, at the discretion of the hiring authority.

Anticipated Special Duty Assignment (SDA) Duration
Up to 12 months, with the possibility of extension.

Work Schedule
This position is non-exempt from the provisions of the Fair Labor Standards Act and is therefore eligible for overtime pay. The work schedule is Monday through Friday. Start and end times are negotiable (8-hour shifts between 5:00a.m. and 5:00p.m.). However, work outside of business hours will occasionally be required.

Work Location
Primary location is negotiable and may be based at one of the locations below. However, some work at other Rail Division worksites may be required at times.
  • Operations and Maintenance Facility - Central (OMFC) at 3407 Airport Way S, Seattle, WA
  • Operations and Maintenance Facility - East (OMFE) at 1925 120th Ave NE, Bellevue, WA
  • South Lake Union Streetcar Operations and Maintenance Facility located at 318 Fairview Ave N, Seattle, WA

Requirements

As a Project/Program Manager I within the Rail Division Business and Administration’s Administrative Team, you will:
  • Gather and compile data for analysis and reporting.

  • Obtain, download, review, duplicate, and manage video information from train surveillance systems for incident investigations, suspect identification, and criminal prosecutions.

  • Support service coordination by collecting and managing service records and other requested data.

  • Manage access credentials and pager duty processes.

  • Maintain and support SharePoint sites, files and documentation.

  • Support badging processes and credential tracking.

  • Assist with MEGS/DLs administration.

  • Support technology deployment activities, asset management, preventative maintenance schedules, and special projects.

  • Perform preliminary analysis and prepare draft materials for review.

  • Draft routine correspondence and reports.

  • Respond to inquiries regarding procedures, processes, and applicable regulations or laws.

  • Perform other duties as assigned.

Qualifications

We are looking for candidates who possess these minimum qualifications:
  • One (1) year of experience providing administrative, analytical, project, program, or operational support, which includes at least two (2) of the following:

    • Gathering, compiling, or validating data for reports or analysis.

    • Entering, extracting, or managing information using databases or automated systems.

    • Drafting correspondence, summaries, reports, or documenting procedures.

    • Responding to routine inquiries related to procedures, processes, or regulations.

    • Coordinating tasks, records, or schedules across multiple workgroups or systems.

Minimum Competencies Include:

  • Knowledge of applicable automated systems and software applications.
  • Basic knowledge of research methods and quantitative concepts.

  • Skill in entering, extracting, and managing information within automated information systems.

  • Strong written and oral communication skills.

  • Customer service and interpersonal skills.

  • Analytical and problem-solving skills.

  • Ability to manage multiple competing priorities in a deadline-driven environment.

  • Ability to work effectively with individuals from diverse backgrounds.

  • Ability to work collaboratively as a member of a team.

The most competitive candidates will also possess these desirable qualifications:
  • One (1) or more years of experience supporting projects, programs, or administrative operations in a transportation-related environment.

  • One (1) or more years of experience effectively managing files or information on SharePoint.

  • One (1) or more years of experience working with data, reports, or technical information.

  • Experience working in a safety-sensitive or regulated environment.

Telecommuting Requirement
The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. Members of the Rail Division’s Director’s Office team are expected to work 3 days per week in the office and up to 2 days telecommuting (depending on business needs). Employees will have access to shared workspaces at various facilities managed by either Sound Transit or City of Seattle. Employees must reside in Washington state and within a reasonable distance to their primary worksite to respond to workplace reporting requirements.

Employees may be provided with a Sound Transit-issued laptop and must maintain a remote workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.

Please note that when employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
