This position is located with Bonneville Power Administration in Operational Excellence and Compliance (TEBO), Internal Operations (TEB), Transmission Engineering and Technical Services (TE), Transmission Services (T), Bonneville Power Administration.
A successful candidate in the Project Management Specialist position will serve as a Project Management Specialist directly responsible for all aspects leading to the successful implementation and completion of assigned projects.
BASIC REQUIREMENT: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [enter grade] in the Federal service.
Specialized experience for this position is defined as: Applying a wide range of concepts, laws, policies, principles, methods, regulations, precedents, and practices applicable to all aspects of project management that include 1) planning, scheduling, coordinating, managing resources, and monitoring costs to meet program goals, timelines, and compliance of assigned projects and 2) providing continuous improvement of business processes and systems to achieve better results for an organization's projects or programs.
"Experience" refers to paid and unpaid experience.
Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

As a Project Management Specialist, you will: Develop organization change management strategies, (for example, developing configuration change or communication plans) to advance Transmission Engineering's (TE) process improvement efforts and strategic goals.
Develop and maintain simple and effective change management toolkits (e.g.
deliverables, templates, techniques) designed for various audiences, while ensuring that change management strategies, plans, and tools align with BPA's Human Capital Management Strategy.
Determine appropriate products or services with sponsors or stakeholders to define project scope, requirements, and deliverables. Analyze system requirements or environment.
Designs or conducts analytical studies, cost-benefit analyses, or other research. Evaluate, monitor, or ensure compliance with laws, regulations, policies, standards, or procedures.
Serve as a technical specialist on all projects managed and related matters. Provide advice, counsel, and guidance to Transmission Engineering staff and management on all aspects of projects managed.
