As a PROGRAM MANAGER, you will direct and oversee the technological advancements to alleviate inefficiencies, develop and improve current workflow systems, and advance the overall adjudicative process within USCIS..

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/18/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

You must have experience performing the following duties: Leading the development, evaluation, and implementation of new or enhanced IT systems and business processes.

Designing management programs and processes to meet long-term operational needs.

Managing a program that uses the methods, metrics, tools, and techniques of business process re-engineering, IT development, and innovation.

Serving as an expert or consultant to senior management officials on the resolution of extremely sensitive and complicated refugee, asylum, or other immigration issues related to immigration benefits and entitlements.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, with Refugee, Asylum and International Operations, IDEA.
  • Oversees and directs the development of a cohesive vision and strategies for the planning, design, presentation and implementation of RAIO and IDEA process improvements and subordinate staff on other program related activities.
  • Directs the development of complex and sensitive adjudication processes and systems to support the vetting of applications, petitions, and requests for immigration benefits.
  • Serves as an advisor to the RAIO Associate Director and RAIO Deputy Associate Director on a broad range of programs, projects and issues impacting RAIO processes and organizational effectiveness on key mission-related or administrative programs.
  • Develops a strategic planning framework to ensure compatibility of systems and processes, that projects meet the operational needs of field adjudications, and a seamless delivery of services to adjudicators.
  • Implements methodologies to link RAIO programs and projects to organizational goals, demonstrate business value and report on performance metrics.
  • Coordinates with other supervisors and peers to establish agency objectives, goals, priorities and deadlines, and to formulate plans to meet substantial changes in the Directorate's caseload, mission, and vision.
