As a Program Manager (HRIT Deputy Chief), you will oversee HRIT objectives, lead Human Capital information systems, manage staff and resources, resolve employee concerns, and promote staff development, ensuring effective operations and strategic direction in a dynamic environment.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/13/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

Managing an IT team, evaluating employee performance, selecting candidates for open positions, resolving disputes, and handling other staff-related issues.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, and is assigned based on the need of the agency.
  • Provide management, direction, and technical and administrative supervision for all information systems operations and Human Resources Information Technology (HRIT) program by monitoring and analyzing all personnel, financial, and material needs.
  • Plan and assign work to be accomplished by subordinate staff, setting and adjusting short-term priorities, and preparing schedules for the completion of work based on priorities and consideration of the difficulty and requirements of assignment.
  • Hear and resolve employee complaints, effect minor disciplinary measures, and identify employees’ developmental and training needs. Upholds department personnel policies by making selections, promotions, details, and performance based awards etc.
  • Ensure documentation including operating instructions and any technical data needed for current implementation and future system modifications accompanies all new and modified systems, and complies with life cycle standards.
  • Monitor assigned programs for compliance and maintain reports of internal controls, ensuring that appropriate precautions are taken to prevent fraud, waste, and misuse of resources in accordance with applicable regulations and guidelines.
  • Provide support to the Chief of HRIT in daily operations within the component, by collecting and analyzing information, coordinating actions, and tracking and reporting statuses as appropriate.
