This job is for a senior program manager at U.S.

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S.
Border Patrol Headquarters, Program Management Operations Directorate in Washington, DC.

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing complex, multi-year infrastructure or technology programs, including planning, acquisition, deployment, and sustainment, to deliver capabilities on time and within approved budgets; Leading cross-organizational project teams to analyze, redesign, and improve business or operational processes, resulting in documented gains in service delivery, cost reduction, quality, or cycle time; Developing and applying quantitative and qualitative performance measures, dashboards, or reports to evaluate program effectiveness and recommend data-driven changes to improve outcomes; Formulating, interpreting, and implementing program policies, procedures, or guidance, including recommending changes to long-standing practices to address emerging mission needs or legislative/regulatory requirements; Overseeing allocation and management of program resources (e.g., funds, personnel, assets), ensuring effective internal controls are in place to prevent fraud, waste, and misuse.

In this position, you will lead the planning, acquisition, deployment, and lifecycle management of complex border infrastructure and technology projects across USBP.
By driving effective, on time, and on budget delivery of these capabilities, the position directly enhances CBP's operational effectiveness and officer safety in securing the nation's borders.
This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10).
As a Program Manager, you will be responsible for overseeing and coordinating complex border infrastructure and technology programs to ensure they are planned, resourced, executed, and evaluated effectively.
Typical duties will include: Leading the planning, organization, and execution of PMOD programs, including project management, technology deployment, acquisition, configuration/change management, and asset management.
Directing complex, cross-organizational projects, serving as a subject matter expert and applying analytical methods to improve processes, quality, cost, and cycle times.
Developing performance measures, conducting quantitative and qualitative analyses, and recommending program and project improvements to optimize resource use and mission outcomes.
Managing organizational and programmatic changes, including budget allocation decisions, policy and guidance development, and internal control measures to prevent fraud, waste, and abuse.
