Full Job Description

Located in the Bureau of Administration, Global Operations Post Support and Travel Managing Directorate (A/GO/PST).

This position serves as a Supervisory Management and Program Analyst responsible for overseeing and improving Permanent Change of Station (PCS) travel programs.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements:Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience preparing and processing PCS travel authorizations for Foreign and Civil Service employees, including senior officials, in accordance with regulations.

Experience providing guidance, training, and mentorship on PCS travel policies to ensure accurate and compliant authorizations.

Experience supporting development, testing, or implementation of systems that improve travel authorization efficiency and accuracy.

To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position.

There is no substitute of education for specialized experience for the GS-13 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." Major Duties:

  • Provides expert guidance on PCS travel policies and resolves complex travel and entitlement issues by interpreting regulations and coordinating with stakeholders across bureaus and agencies.
  • Leads program analysis and improvement efforts by evaluating PCS travel operations, developing policies and procedures, and implementing solutions to enhance efficiency, compliance, and service delivery.
  • Supervises staff by assigning work, evaluating performance, providing training and guidance, and ensuring high-quality, timely execution of PCS travel functions in a high-volume environment.
