Job Description

Summary

This role involves managing programs related to military justice, such as handling court records, responding to information requests, and ensuring compliance with laws on data release and victim support in the Navy.

It requires overseeing policies for collecting and sharing sensitive legal information while working independently on urgent matters.

A good fit would be someone with legal or administrative experience in military courts, strong organizational skills, and the ability to handle confidential, time-sensitive tasks.

Key Requirements

  • At least one year of specialized experience at GS-13 level or equivalent in post-trial and appellate processing of courts-martial records under Articles 65 and 66, UCMJ
  • Knowledge of courts-martial record processing requirements, including Article 140a, UCMJ; Freedom of Information Act (FOIA); Victim/Witness Assistance Program; and Gun Control Act
  • Experience supervising planning, organizing, and directing military justice activities related to information release, FOIA, and Gun Control Act
  • Ability to work independently on critical, time-sensitive military justice matters with discretion in approach and methodology
  • Familiarity with DoD and DoN regulations, policies, and pertinent court cases on military justice information collection, reporting, and disclosures
  • Skills in developing, implementing, and overseeing policies for military justice information collection, reporting, and dissemination

Full Job Description

You will serve as a PROGRAM MANAGER within NLSC.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Working knowledge of post-trial and appellate processing of courts-martial records related to Articles 65 and 66, UCMJ; 2) Demonstrating knowledge of courts-martial record processing requirements related to: Article 140a, UCMJ courts-martial information release, courts-martial records related Freedom of Information Act processing, Victim/Witness Assistance Program, the Gun Control Act, pertinent court cases and, DoD and DoN implementing regulations and policies pertaining to military justice information collection, reporting, and disclosures; 3) Supervising the planning, organizing, and directing of specified military justice activities related to: Article 140a, UCMJ information release, the Gun Control Act, and Freedom of Information Act; 4) Working with a high level of independence on critical and time-sensitive military justice matters and exercises individual discretion in determining approach and methodology's to be employed.

  • You will develop, implement, and oversee policies and procedures for the collection, reporting and dissemination of military justice information.
  • You will analyze legal issues involved in requests for military justice records and develop and justify recommendations for agency release determinations.
  • You will review and analyze Congressional requests for military justice information.
  • You will oversee all aspects of receiving, tracking and storage of records of trial received from Navy and Marine Corps Commands for review by the Judge Advocate General and the Navy-Marine Corps Court of Criminal Appeals (NMCCA).
