Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Field Operations, San Francisco Field Office located in San Francisco, California.

Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning and independently completing work with minimal supervision and without in-depth instruction or step-by-step guidance.

Performing day-to-day tasks on own initiative and is responsible for completeness, adequacy, and accuracy of all work assigned inclusive of, but not limited to, studies, assessments, analyses, recommendations, and planning actions.

Developing concept briefings and products for broader use by senior staff in dealing with external organizations.

Identifying and resolving unique issues where no policy exists, taking innovative actions to address new needs and/or issues.

Receiving, reviewing, analyzing, or disseminating sensitive national security data or information on a regular and recurring basis.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing guidance and leadership in carrying out program strategies and to ensure policies and plans include a long-term outlook consistent with customer needs.

Assuring optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative program oversight.

Developing detailed plans, goals, and objectives for the short and long-range implementation of programs, and/or developing criteria for evaluating the effectiveness of same.

Analyzing and formulating agency requirements for resource management of information, and resource management to support allocation targets for national as well as international mission requirements.

In this Program Manager position you will become a key member of a team of Homeland Security professionals managing a variety of agency-wide law enforcement programs.

Typical work assignments include: Engaging in intelligence, counterintelligence, investigative, or security work that directly affects national security as the program assigned and/or work location will require regular and recurring access to classified material and sensitive national security information.

Coordinating, planning, organizing activities and actions involving several organizations, establishing responsibilities and time schedules when necessary and assuring implementation by subordinate organizations and operating units of the goals and objectives of the programs.

Identifying and resolving in coordination with higher-level supervisor/manager, unique issues where no policy exists, taking innovative actions to address new needs and/or issues and presenting a plan to resolve the issue.

Providing timely, authoritative, and sound advice to supervisor and operating officials relative to programs managed.
