Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Analyzing and evaluating management aspects of substantive, mission-oriented programs-Developing administrative regulations or guidelines for the conduct of program operations Studying reports that contain findings and making recommendations of major significance to top management Serving as the basis for new administrative systems, legislation, regulations, or programs Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Overseeing a program segment that performs professional, technical, and/or administrative work Performing administrative activities relating to programming, financial management including budget planning, project control, purchasing of supplies and equipment, logistics management Managing the development, assignment, and higher-level clearance of goals and objectives of subordinate organizational units or lower organizational levels Reviewing reports and special studies conducted by various elements NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.

In this Program Manager position you will become a key member of a team of Homeland Security professionals managing a variety of agency-wide law enforcement programs.
Typical work assignments include: -Leading complex projects, often cutting across organizational/activity lines and identifying and resolving issues where no policy or precedence exists.
Planning, organizing, coordinating, controlling, and evaluating the activities of the division.-Monitoring program accomplishments and identifying actual or potential problem areas, trends, merit and deficiency situations, areas of imbalance or other similar factors.
Determining goals and objectives that need additional emphasis; developing measures that evaluate performance, making recommendations for program improvement, and managing all resources as corporate assets.
Managing organizational changes or major change to the structure and content of the program or program segments.
