Job Description

Summary

This job is for a program manager in the U.S.

Customs and Border Protection's trade division in El Paso, Texas, where you'll plan and oversee programs to support border trade operations, working with teams to set goals, track progress, and report on results.

Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Field Operations, El Paso Field Office, Trade Division, located in El Paso, TX.

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing program objectives and milestones with stakeholders to align with organizational goals.

Conducting research and analysis to identify risks and opportunities, compiling data, and advising management to enhance program effectiveness.

Drafting program plans with timelines, resource needs, and performance metrics, and communicating these to stakeholders.

Coordinating efforts across teams and organizational lines, assigning responsibilities, and monitoring progress to achieve mission requirements.

Preparing written and oral reports with conclusions and recommendations and communicating complex information to management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/17/2026.

Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.

This position will allow you to use your expertise in managing and overseeing programs which have an agency-wide and government-wide impact.

This position starts at a salary of $89,508.00 (GS-12, Step 1) to $116,362.00 (GS-12, Step 10).

In this Program Manager position, you will become a key member of a team of Homeland Security professionals managing a variety of agency-wide programs.

Typical work assignments include: Developing and refining program goals, policies, and long-term plans to advance organizational priorities.

Coordinating and overseeing program activities across multiple teams to ensure initiatives are carried out effectively and in accordance with established guidelines.

Assessing program performance, identifying areas for improvement, and recommending changes to enhance efficiency and outcomes.

Collaborating with supervisors, senior leaders, and cross-functional teams to communicate program objectives and resolve operational issues.
