The primary purpose of this position is to serve as Air Force focal point, subject matter expert and technical authority for Link 16 network design and system management and other tactical data links operated by combat air forces, oversees the Air Force network design engineering operations.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative Support Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems, which includes: applying advanced management and organizational principles/practices; working with tactical data links in support of long-range war, mobilization, exercise, deployment, and similar operations planning efforts; and operation/sustainment of current data link systems and their applicability to the conduct of combat air operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of and Air Force employment of the Joint Tactical Information Distribution System (JTIDS), the Multifunctional Information Distribution System (MIDS) and other Link 16 terminals as applicable to current Air Force and MAJCOM programs and weapon systems.

Knowledge of and experience with utilization of the Joint network design and (JNDA) software in the design and development of Link 16 networks, including platform time slot allocation, transmit and receive transactions, and Initialization Data Load (IDL) file development.
3.
Knowledge of Air Force weapon system employment, goals, and objectives, the sequence and timing of contingency and operational events and key strategic requirements in the context of tactical information exchanges.
4.
Knowledge of the process used to submit changes to Military Standards 6016, 3011, 3020, NATO Standardizations Agreements, and other operational and technical documents used in the execution of military Link 16 operations and evaluations.

Knowledge of Link 16 network design and operational management in Joint and Coalition environments, including Link 16 frequency deconfliction, spectrum certifications, and operational architecture requirements.

Knowledge of the DoD Planning, Programming, Budgeting, and Execution System and Air Force policy and procedures for developing budget estimates and financial plans in support of major war, mobilization, and other contingency and operational plans and methods for developing budget forecasts, cost projections, unfunded requirements justifications, POM narratives, offsets and disconnects.

Ability to gather, assemble, analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
8. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. 9.
Ability to plan, organize, develop studies or analysis and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources, require extensive changes in established concept and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Link 16 Network Design Operations Manager, functions as the primary subject matter expert and technical authority for Link 16 network design and system management.
Tactical Data Link Coordination, Standards Development, and Interoperability Coordination. Supports Tactical Data Link Operations and Management Organization (TDLOMO) branch management.
Provides Tactical Data Link Operations Support.
