Full Job Description

Position is responsible for monitoring, evaluating, and ensuring that programs are receiving federal grant funds from the Department of Metropolitan Development meet all contractual obligations. Incumbent will work primarily with organizations in receipt of grant funding to ensure program goals are met and federal and local requirements are followed. Incumbent helps to ensure policies and procedures for the agency and the federal government are adhered to. Incumbent actions are controlled by standard operating policies or procedures. At times incumbent may use independent judgment however incumbent usually will seek assistance from management. Incumbent must have a valid driver’s license. Position reports to Manager Grants.

Requirements

  • Drafts and monitors contractual agreements between city and organizations receiving federal housing and community development grant funds
  • Processes contracts in software system by creating requisitions and following the process through to purchase order
  • Monitors grant fund expenditures at the contract level
  • Enters required data into the United States Department of Housing and Urban Development’s Integrated Disbursement and Information System
  • Utilizes IDIS to monitor projects funded with federal grants through DMD
  • Evaluates grant closeout documentation to ensure that all required items are included and sufficient.
  • Performs initial review of claims, identifies issues or concerns and forwards claim to Grant Analyst for final review and approval
  • Approves vouchers and draws from the HUD IDIS system
  • Completes risk analysis on each organization in receipt of funding to determine level of monitoring required with the Grants Manager 
  • Performs monitoring of all organizations receiving federal housing and community development funds for compliance with local and federal regulations and requirements
  • Provides appropriate feedback to organizations that are monitored
  • Reviews and analyzes quarterly reports for all projects to ensure they are meeting all required benchmarks and provides feedback on his/her findings to the Grant Manager
  • Works with the grants team to develop tools that will allow from efficient and effective management of the grants
  • Creates standard operating procedures and other documents for the grant programs
  • Participates and assists in providing training opportunities to community partners
  • Makes recommendations for process and procedure improvements.

    Qualifications Minimum Job Requirements and QualificationsBachelor’s degree in Public Administration, Planning Management, Business Administration, or a related field with four (4) years of work-related experience.

    Each year of direct work experience may be substituted for each year of education in lieu of a degree. Must have strong communication, presentation, writing, organization, and computer skills.

    Ability to manage several projects simultaneously is required as well to willingness to cross train.

    Must establish and maintain an effective working relationships with city colleagues and work in a team environment.
