Job Description

Summary

This job involves analyzing and supporting training programs for the U.S.

Army Cyber Command, including managing budgets, reviewing policies, and coordinating resources to ensure effective cyber force development.

A good fit would be someone with experience in program analysis, budgeting, and policy coordination, ideally from a military or government background, who enjoys working on strategic planning and problem-solving in a team environment.

Key Requirements

  • One year of specialized experience in providing budgetary guidance and integrating priorities into training strategies
  • Experience analyzing regulatory policies and process directives to recommend improvements or new procedures

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S.

Army Cyber Command - J7 Force Development Directorate at Fort Meade, Maryland. CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Such experience is typically in or directly related to the work of the position to be filled.

Specialized experience would be demonstrated by 1) Providing budgetary guidance to ensure priorities are integrated in training strategies,2) Analyzing regulatory policies and process directives to make recommendations of existing business processes and the development of new procedures.

3) Reviewing expenditures of budgeted funds and related work products for compliance, and 4) Coordinating processes for service level agreements, purchase requests, and other resourcing documents.

Major Duties:

  • Serves as a program analyst within ACTEC, J7, supporting requirements analyses, planning, evaluation, and coordination of training requirements.
  • Planning activities to address the full scope of the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF) functions, programs, and activities.
  • Facilitates analysis and coordination of policies and processes governing management of resourcing requirements for ACTEC efforts.
  • Coordinates with other Staff Directorates, Divisions, and Service components to ensure successful resolution of training related issues.
  • Performs analysis of ACTEC fiscal program execution.
  • Generates analyses of performance metrics to identify and communicate status, including using these findings to proactively identify emerging issues and potential resourcing gaps.
  • Provides expert resourcing advice and guidance concerning policies, plans, basic concepts, and principles.
  • Coordinates resource allocations, changes, and extensions with Contracting Officer Representatives and Program Managers to further ensure agreements are updated.
  • Conducts comprehensive training to new employees, provides continuous on-the-job training.
  • Provides user orientation training in the use of the financial systems, as well as upload and monitor documents in DAI and Defense Travel System reporting mechanisms.
