Job Description

Summary

This role is for a Program Analyst Officer who will provide strategic oversight and management of the Navy's C5I (Command, Control, Communications, Computers, Cyber, and Intelligence) modernization programs.

The ideal candidate will have extensive experience in program analysis, strategic planning, budget management, and leading technical teams to provide assessments and recommendations to senior leadership.

  • Experience applying quantitative and qualitative analytical methods to direct program assessments and formulate command positions

Full Job Description

You will serve as a PROGRAM ANALYST OFFICER in the DIRECTOR, MARITIME OPERATIONS of COMMANDER US FLEET FORCES COMMAND.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: - Experience in applying quantitative and qualitative analytical methods to direct program assessments and formulate command positions.

- Experience with strategic planning, program/project management practices, budget management, and leading technical personnel.

- Experience with executive-level communication and negotiation to represent the command.

- Experience with pertinent regulations and policies affecting the C5I modernization program, including the DoD and Navy Planning, Programming, Budgeting, and Execution (PPBE) and Program Objective Memorandum (POM) processes.

  • You will be charged with the strategic oversight and management of all Navy C5I modernization programs.
  • You will direct the branch’s program analysis, strategic planning, and leadership of technical expertise to provide authoritative assessments to the Fleet Commanders on the effectiveness of (C5ISR) C5I modernization.
  • You will serve as authority on afloat modernization programs and is accountable for the strategic direction of the branch's program analysis, planning, and leadership of technical expertise.
  • You will direct and be fully accountable for the branch’s execution of the POM/PR processes.
