Full Job Description

This position is located in the Office of the Under Secretary of Defense for Acquisition & Sustainment (OUSD(A&S)).

OUSD for Acquisition & Sustainment is responsible for overseeing the DoD's military construction and facilities management programs to provide U.S.

forces with installation assets and services in a cost effective, safe, sustainable, and environmentally sound manner.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the NH-4 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-4 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates experience in tracking budget execution, monitoring obligations and expenditures, and identifying potential issues related to compliance with regulations.

This could be evidenced by experience in a role where they were responsible for reconciling financial data, preparing reports on budget status, or assisting in the development of spend plans.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

Incumbent typical work assignments may include the following: Initiates programs, actions and tasks to ensure adherence to develop policies and procedures specific to those governing cybersecurity of military infrastructure and facilities, facility and building control systems, and the secure operations of industrial control systems.

Develops justifications to convince senior officials, Congress, and the public of the need to meet requirements at defense installations; improve management of defense installations; foster competition and creative thinking across at defense installations, Military Departments and Defense Agencies, and other Office of the Secretary of War (OSW) stakeholders,; and to provide excellent installations for that support readiness and quality of life.

This includes articulating the importance of cyber-resilient infrastructure, secure building systems, and modernized control systems that protect mission-critical operations.

Conducts analyses, provides advice, makes recommendations, and drafts policies or procedures on facilities management plans and programs, while integrating considerations for cyber assessments, industrial control systems security, and emerging cyber threats to installation infrastructure.

including those involving Host Nation contributions toward the costs of stationing U.S. forces.

Incorporates force structure changes, base structure realignments, alternative methods of financing military and humanitarian missions, and Responsibilities also include assessment and oversight of military installation response plans to unforeseen world and natural events, ensuring that cyber-physical risks are addressed in all planning and execution activities..

Partners with OSW offices and key stakeholders to align policies, synchronize initiatives, and ensure enterprise-wide consistency in installation management and cybersecurity posture.
