Job Description

Summary

This job involves leading coordination efforts across EPA regions on national environmental programs, analyzing policies and resources to build consensus, and representing regional views to national managers.

Key Requirements

  • One year of full-time specialized experience at GS-13 level or equivalent, including planning, organizing, and negotiating on agency policy or resources
  • Experience analyzing and evaluating programs, policies, or regulatory issues to provide recommendations
  • Ability to coordinate, lead, or facilitate high-level meetings and discussions
  • Strong competencies in leadership, critical thinking, interpersonal skills, and program/project management
  • Proficiency in influencing/negotiating, written communication, budget and cost management, and political savvy
  • Willingness to physically report to a regional duty station (e.g., Anchorage, AK for Region 10) on a regular basis
  • Relevant paid or unpaid experience, including volunteer work, that demonstrates the required skills

Full Job Description

These positions are in Regions 1, 2, 3, 4, 6, 7, 8, 9, and 10.

This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).

To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as planning, organizing, and negotiating to develop recommendations where proposals involve agency policy or resources; analyzing and evaluating programs and policies; and coordinating, leading, or facilitating high level meetings and discussions.

You will: Coordinate regional input pertaining to a wide range of policy and resource issues related to the assigned national program(s) to build consensus on issues, options, and resolutions.

Analyze both emerging and existing program, policy, or regulatory issues to provide recommendations for program adjustment.

Represent the combined regional perspective to the relevant National Program Manager(s) (NPM(s)) to identify, develop, and negotiate a unified regional viewpoint and synthesize concerns.

Provide budgetary and resource analysis to give input to budget formulation and capital resource proposals.

One or more positions may be filled (in the organization advertised and/or in other organizations), if appropriate to the position.
