The Program Analyst position functions in the Safety and Industrial Hygiene Section, Office of the Associate Director and assists.in planning, developing, implementing and maintaining all facets of the Occupational Safety and Health, Environmental, Life and Fire Safety, Emergency Management, and Industrial Hygiene Program for the Central Texas Veterans Health Care System, a multi-campus organization with numerous levels of care and research, and multiple accreditations.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS 09 position you must have served 52 weeks at the GS 07.
For a GS 11 position you must have served 52 weeks at the GS 09.The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

You may qualify based on your experience and/or education as described below: GS-09 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Analyze quarterly and annual program review documents to ensure technical accuracy in support of defining resource (staff, funding, equipment or facilities) requirements for related programs; Advanced writing skills to compose position papers, administrative investigations, and other assigned administrative responsibilities; knowledge of pertinent laws, theories, practices, and techniques which affect the use of various programs; Conduct or assist in specific studies where detailed analytical review is needed to identify scope and/or cause and effect of processes related to programs; Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration.

To qualify based on education for this grade level you must have a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.

Examples of specialized experience would typically include, but are not limited to: Knowledge of general safety, fire protection, construction safety, environmental protection and occupational health principles, practices and procedures, including laws, regulations and nationally recognized practices relative to occupational safety, health, GEMS, emergency management, and fire protection the health care industry; Knowledge of and ability to apply pertinent theories, practices, and techniques of management on a wide variety of difficult and complex situations as well as the ability to assess information that sometimes may be conflicting, to arrive at a timely and acceptable recommendations and solutions; Knowledge of resource management applications such as budget preparation, business plan development, five-year equipment plan preparation, development of staffing standards and preparation of background papers or executive decision memorandums or other special proposals; Comprehensive knowledge of and the ability to apply management tools and techniques used to determine the feasibility of reducing, expanding or modifying services or programs.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.

Incumbent may carry and lift light items weighing less than 15 pounds.

Major Duties:
Major duties include but are not limited to: Provides solution-oriented, customer-focused projects for technical program managers, improving the overall program results.
Track and trend changes in program results, workload, customer capacity, risk assessment requirements, finance and budget.
Provide data and trend analysis for various program managers who execute the various disciplines of the Environment of Care Council, and will assist in preparation of TJC accreditation and CARF certification documents.
Research and provide recommendations for various equipment and technology changes to improve program results.
Manage and review the results from the Environment of Care Rounds Tracking tool for the Health Care System, validating correction and identifying data trends.
Use Information Management Systems within CTVHCS as a centralized source of data relating to the Occupational Environment, Safety, and Health Fire Protection, GEMS, Emergency Management and Industrial Hygiene programs.
Analyze and evaluate on a quantitative/qualitative basis the effectiveness of the Safety and Industrial Hygiene program operations in meeting established goals and objectives.
Analyze quarterly and annual program review documents to ensure technical accuracy in support of defining resource (staff, funding, equipment or facilities) requirements for safety related programs.
Assist the Chief, Safety and Industrial Hygiene Section to provide appropriate guidance to service chiefs and their staff in understanding and implementing all related programs.
Maintain knowledge of all associated program compliance requirements under TJC and participate in the VA Emergency Preparedness efforts, as well as manage the Web EOC training and SEND WORD NOW or other Cascade Call-Back systems.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
