It's an entry-level clerical role focused on verifying employee hours and submitting reports using computer systems.

The primary purpose of this position is to serve as the Time and Leave clerk (Timekeeper) for the Nursing Service.
This position is assigned various timekeeping duties including maintenance and submission of the time and attendance records for approximately 1,100 Nursing service employees covered by two different personnel systems.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below: General Experience: You must have one year of general experience which is progressively responsible clerical, office, or other work that that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Time and Leave Clerk.
Qualifying specialized experience includes responsibility for processing and verifying payroll transactions; knowledge of timekeeping procedures; ensuring accurate and timely pay for employees; applying an organizations' pay and leave policies to ensure accurate transactions; and using a computer to process payroll transactions and perform associated administrative duties.
NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have four (4) years of education above high school (TRANSCRIPT REQUIRED).
For GS-5 level positions only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement.
One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
OR, Combination: Applicants may also combine education and experience to qualify at this level.

You will be rated on the following Competencies for this position: Systems Thinking Decision Making Computer Skills Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is sedentary with no special physical demands required.
Walking, sitting, standing, bending, and carrying of papers and office supplies are involved in the performance of duties.

Major Duties:
Major Duties: Knowledge of Medical Center memorandums, VA regulations, and The Joint Commission (TJC) manual to ensure that reports are properly processed as to content and format.
Knowledge of VA Fiscal and Human Resources regulations and procedures are related to time and leave records in order to properly maintain timecards for employees covered by Title 38 and Title 5 and Fee basis.
Familiarity with the numerous tours of duty and patterns of compressed time, compensatory time and overtime used and numerous on call tours used in Nursing Service in order to code electronic timecards correctly.
Personal initiative will be relied upon to develop systematic approaches to management of a large volume and variety of work.
Knowledge of Nurse Manager and the Associate Chief of Nursing Service (ACNS) information requirements will be needed.
Ability to recognize the need for and to recommend administrative or procedural changes and methods.
Knowledge of the filing system to ensure proper filing of correspondence; ability to retrieve data as required from the files proper destruction of file material according to VA regulations.
Knowledge of Fiscal Regulations and procedures related to time and leave records for Title 38 and Title 5 (GS employees) and Fee basis.
Knowledge of Personnel Policies and Procedures related to duty and leave, for the Title 38 and GS and fee basis employees.
Knowledge of office procedures - typing, filing, use of office machines, multi-line phone, hands-free sets, calculator and core computer.
Mathematical skills and ability to understand and follow instructions/guidelines. Knowledge of employee privacy regulation and their application to release of information.
Skill in meeting the public and representing the staff of Nursing Service.
Skills in diplomacy and interpersonal relations are needed to resolve conflicts resulting from a need to prioritize work required by a number of different Nurse Managers and committee chairpersons and to resolve questions related to time and leave records of employees.
Communication skills both oral and written in order to discuss, inform, convey and enforce proper training, scheduling of staff and payroll/personnel regulations.
Knowledge of budgeting procedures in order to develop, track, and analyze FTEE, budgeting both current and future staffing projections. Knowledge of management and supervisory responsibilities.
