About the Position: This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).

This position may be eligible for situational telework as determined by the agency policy.

Specialized Experience for the GS 14: One year of specialized experience which includes shaping an organization's communications policy and editorial vision, leading a multi-platform content and media strategy in a fast-paced environment by creating and implementing comprehensive editorial standards, using data analytics and trend analysis to measure content effectiveness, optimize for user experience and search engine optimization (SEO), and drive audience growth, and conducting analysis to prepare executive-level materials such as position papers and senior leader briefings.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Direct and shape policies, media and community relations strategies, and production of communications materials.
  • Develop content for search engine optimization, user experience and/or customer conversion.
  • Maintain a high level of awareness of program and regulatory requirements, management principles or the application of technology to community support programs.
  • Conduct needs assessment through established feedback mechanisms of military services and/or reserve component program managers.
  • Establish and nurture relationships with national, state, local, and military leaders with vested interests in improving quality of life for service members and their families.
  • Develop policies advancing programs in support of service members and/or their families for use by others within or outside the organization.
  • Develop a variety of programs, services, and training responsive to the special needs of service members and their families.
  • Review assigned programs for potential efficiencies based on joint service initiatives and/or federal partnership opportunities.
  • Initiate partnerships with military services and reserve components to resolve a variety of complex issues involving service members and their families.
  • Deliver presentations to audiences on services available for service members and/or their families.
