Job Description

Summary

This role involves acting as a bridge between the Military Sealift Command and Congress, preparing reports, briefings, and responses to legislative inquiries on maritime and defense issues.

It requires coordinating with government offices to build consensus and support congressional visits.

Ideal candidates are detail-oriented professionals with experience in government relations, strong communication skills, and a knack for handling sensitive political topics.

Full Job Description

You will serve as a MANAGEMENT ANALYST (CONGRESSIONAL LIAISON) in the Congressional and Public Affairs Office, Military Sealift Command, Norfolk, VA of MILITARY SEALIFT COMMAND.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience preparing memos, correspondence, legislative summaries, briefing materials and information for command level and higher-level authorities.

Experience working with various congressional offices, with congressional and legislative specialists within the Department of Defense (DOD), Joint Chiefs of Staff (JCS), Department of Transportation (DOT), etc.

Experience utilizing contacts or training others to make contacts designed to obtain input from several offices on pertinent issues and developing consensus positions from divergent viewpoints.

Experience preparing position papers, executive staff summaries, point papers, and issue papers on legislative items and coordinating and preparing official responses to correspondence and telephone inquiries from members of Congress and their staff, the White House, DOD, and other federal and state agencies.

Experience coordinating logistical support and applicable briefing materials for Congressional related visits by members and staff members.

  • You will have a working knowledge of the current state of the art LAN-based office date processing systems.
  • You will have practical experience with desktop PC workstation, graphics, and presentation software.
  • You will develop and coordinate responses to inquiries by written correspondence and oral communications to encourage recipients to adopt positions on a variety of maritime related issues.
  • You will review, analyze, and disseminate reports from Congress on matters that could affect MSC or which give indications on congressional perspectives on matters affecting MSC.
  • You will prepare summaries and track and coordinate MSC staffing of proposed legislation.
