Full Job Description

You will serve as a PROGRAM ANALYST in the CARRIER STRIKE GROUP FOUR (CSG-4), and ECHELON III/IV COMMAND of CDR STRIKE FORCE TRNG ATLANTIC.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Expert experience with DoD and OPNAV programs within a wide range of complex concepts and relationships involving multiple programs and funds, and unstable and significantly changing programs in order to identify and select potential and emergent real estate and financial management problems to be subjected to management review and analysis.

Experience with DoD and OPNAV programs and problem areas selected for analysis and their interrelationships to enable this position to develop various scenarios in macro-view and to initiate study plans to achieve desired results.

Experience with Navy warfighting requirements spanning Tactics, Operational Art and Strategy. Experience with advanced organizational and management principles and practices.

Experience with quantitative and qualitative analytical and evaluative methodologies used to address complex organizational and management problems.

Experience selecting and applying or overseeing the application of the appropriate methodology for specific problems and broad policy changes.

Experience with DOD Planning, Programming, and Budgeting System Plans (PPBS) and reported problems in order to develop quarterly objectives outlining program, financial, and arrangement issues to be analyzed.

Experience with DoD and Navy financial management theories and principles, corporate organizations and operations, and business management practices as related to the analysis of the proper utilization of financial resources within established DoD and Navy privatization programs.

Experience with oral/written communication regarding relationships between sources and uses, reporting requirements, and limited liability company structure.

  • You will be responsible for assisting with analysis, assessment and managing the Headquarters requirements and resources at both the macro and micro levels. To include:
  • OPNAV directed Future Year Defense Plan (FYDP) Program Objective Memorandum (POM), Navy and Joint Unfunded Requirements, and other emergent requirements.
  • You will assist with the management of staff of ten personnel in the execution of their duties and responsibilities.
  • You will serve as an Action Officer for developing requirement statements for CSG-4 programs regarding command program and resource issues.
  • You will serve as deputy analyst responsible for leading the coordination of staff identification and justification of all CSG-4 program and resource requirements (funding material and manpower to USFF and OPNAV.
  • You will review the narrative justification and other supporting documentation submitted by the staff is timely, accurate and fully supports program and resource requirements.
  • You will ensure that the directorate maintains a tracking system to reflect all programmed and emergent contract and civilian manpower positions and costs.
