  • Ability to interpret and apply regulatory guidance such as DoD Financial Management Regulation, OMB Circulars A-11 and A-12, and Joint Travel Regulations
  • Supervisory skills for providing divisional-level advice and oversight of programs like Defense Agencies Initiative System (DAI)
  • Obtain Financial Management Level 3 Certification within 2 years of appointment per DoD FM Certification program

Full Job Description

This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff.

The incumbent will be responsible for all programmatic planning, coordination, executing, analysis and accounting of annual and multi-year appropriations within the Joint Staff.

You may qualify at the GS 15, if you fulfill the following qualifications: A.

One year of specialized experience equivalent to the 14 grade level in the Federal service as listed below: Developing a cogent plan delineating business/investment strategy for staff capability requirements and information technology support.

Formulating positions and presents findings and recommendations to senior level management.

Developing cost models to enable higher-level authorities to ascertain the cost of business consistent with the Joint Staff guidance.

Providing divisional level advisory services for resourcing, acquisition, and managers' Internal Control program efforts to include oversight of Defense Agencies Initiative System (DAI).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position.

IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame 2 yrs from appointment.

Only experience and education obtained by the closing date of this announcement will be considered. Major Duties:

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

As a SUPERVISORY FINANCIAL MANAGEMENT ANALYST at the GS-0501-15 some of your typical work assignments may include: Providing expert advice on all phases of budgeting to include formulation, preparation, execution and accounting.

Ensuring funds control compliance with budget floors/ceilings and statutory/administrative limitations imposed by Office of Secretary of Defense.

Reviewing, inputting, and correcting transactions affecting the Joint Staff budget. Reviewing and monitoring assigned operating programs to control funding balances.

Interpreting regulatory guidance to include the DoD Financial Management Regulation, the Office of Management and Budget (0MB) Circular A-11 "Preparation and Submission of Annual Budget Estimates", 0MB Circular A-12 "Uniform Classification According to Objects", and federal travel regulations (Joint Travel Regulation [JTR and JFTR]).
