Job Description

Summary

This job involves analyzing and advising on military programs related to weapons, expeditionary systems, and unmanned technologies for the Navy's surface forces, including tracking funding changes and building relationships with key stakeholders to improve operations.

A good fit would be someone with experience in defense policy, acquisition processes, and Navy-specific systems who enjoys strategic planning and problem-solving in a high-stakes government environment.

Key Requirements

  • At least one year of specialized experience at GS-12 level or equivalent in federal, private, or public sector
  • Knowledge of administrative laws, policies, and regulations for ordnance, expeditionary systems, and unmanned systems in surface warfare
  • Experience with joint and Navy non-nuclear ordnance, weapons systems, and unmanned systems, including R&D, technical details, employment, effects, and countermeasures
  • Strong oral and written communication skills to build relationships with OPNAV, Fleet, and stakeholders, and develop action plans
  • Mastery of DOD Acquisition Management System, DOD Requirements Generation System, and DOD/Navy PPBE System for tracking funding changes
  • Experience working at Command Staff level or higher, serving as a technical advisor and subject matter expert

Full Job Description

You will serve as a PROGRAM ANALYST located in the office of the Assistant Chief of Staff, (ACOS) Warfighting Requirements and Assessment (N8), of COMNAVSURFLANT.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: *Experience in the range of administrative laws, policies, regulations, and precedents applicable to the Ordnance, Expeditionary Systems and Unmanned Systems of Surface Force Warfighting Requirements and Capabilities.

*Experience in both Joint and Navy Non-nuclear Ordnance, weapons systems, and unmanned systems including research and development, science and technology, technical details for the weapons systems, employment, effects and countermeasures, and defensive measures for survivability in order to develop and evaluate Surface Warfare Ordnance, Expeditionary Systems and Unmanned Systems requirements.

*Experience using oral and written communication skills to cultivate relationships with OPNAV, Fleet, and key stakeholders to fully understand Type Commander (TYCOM) needs and develop courses of action to minimize/mitigate impacts.

*Experience working with the DOD Acquisition Management System; DOD Requirements Generation System; and DOD and Navy PPBE System as well as a mastery knowledge of the methodologies of these three DOD systems in order to track day-to-day changes in funding across the PPBE decision cycle.

*Experience with Command Staff or higher.

  • You will interpret administrative laws, policies, regulations, and precedents applicable to the Ordnance, Expeditionary Systems and Unmanned Systems of Surface Force Warfighting Requirements and Capabilities.
  • You will use principles and practices of acquisition program planning and management to conduct program analyses for an organization.
  • You will analyze productivity, effectiveness, or efficiency of program operations to recommend process improvements.
  • You will cultivate relationships with OPNAV, Fleet, and key stakeholders to fully understand Type Commander (TYCOM) needs and develop courses of action to minimize/mitigate impacts.
  • You will utilize DOD Acquisition Management System; DOD Requirements Generation System; and DOD and Navy PPBE Systems to track day-to-day changes in funding across the PPBE decision cycle.
  • You will serve as COMNA VSURFOR/CNSL ACOS N8, as a principal analyst, technical advisor and subject matter expert (SME) on Surface Warfare Force Development requirements and program assessment issues.
  • You will monitor, evaluate, analyze and advise on prevailing Navy policy and programming decisions affecting Surface Warfare requirements and assessment program.
  • You will maintain points of contact at OPNAV, USFFC, TYCOMs, Numbered Fleet Commands, System Commands, other providers, other Federal departments and agencies, and subordinate activities then and coordinate essential information flow.
  • You will participate in the development, communication, and implementation of requirements supporting Surface Force warfighting capabilities short and long-term (5+ years) budget, strategic and tactical objectives and goals.
  • You will collaboration with all other COMNA VSURFOR directorates, develop and advocate warfare requirements and programs for the Surface Force.
  • You will represent the COMNAVSURFOR/CNSL N8 ACOS at meetings, briefings, and other advisory/decision forums hosted by DoD/DON organizations, other federal department/agencies.
  • You will be consulting on matters pertaining to Surface Warfare Ordnance, Expeditionary Systems and Unmanned Systems requirements and assessment issues.
