About the Position: Serve under the general supervision of the Chief, Programs Management Branch (PMB) and is assigned as senior Program Analyst in Programs and Project Management Division (PPMD) and a technical programmatic expert.
May be selected at the GS-11 or GS-12 grade levels. If selected at the GS-11 grade level, you may be non-competitively promotion to the GS-12 grade level.

To Qualify at the GS-11 Level: Specialized Experience: One year of experience equivalent to the GS-09 grade level in the Federal service which includes:(1) perform analytical and administrative duties to obtain, compile, and summarize quantitative data concerning Civil Works program estimates and obligations;(2) review cost estimates, justifications of resources, and execution of performance schedules; and(3) operate scheduling software to manage budget and milestones for a water resources program or project.
OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
To compute the percentage of the requirements, divide your total months of experience by 12.
Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
To Qualify at the GS-12 level: Specialized experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) Providing input for annual or mid-range budget to identify possible financial ramifications due to the rate of budget execution and staffing costs; 2) Reviewing scheduled versus actual reports from CEFMS for all funding accounts throughout the execution phase while evaluating all budgets for areas of imbalance, identification of actual and potential problems, trends, and other factors; and 3) Independently preparing cost projections, including staffing and target cost limitations.
All Current Federal Employees MUST attach a current SF-50 for consideration. Without a SF-50, your application WILL NOT be considered.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09/11).
