Full Job Description

You will serve as a PROGRAM ANALYST in the FLEET MODERNIZATION AND FACILITIES MANAGEMENT DIRECTORATE, FLEET FUNCTIONAL AREA of NAVAL INFORMATION FORCES.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience supporting all facets of Deploying Group Systems Integration Testing Pacific (DGSIT PAC) program coordination, including, but not limited to planning, executing, and managing technical efforts supporting the integration and interoperability testing of C5I installations associated with Flagship units assigned to a deploying Carrier Strike Group (CSG), Expeditionary Strike Group (ESG) or Amphibious Ready Group (ARG).

Experience assisting in the development of DGSIT program milestones and program documentation for all phases of the program.

Identifies and coordinates programmatic issues with all agencies associated with DGSIT activities.

Experience coordinating and conducting Planning Definition Survey (PDS) phase of DGSIT program on deploying Strike Group surface combatants with focus on cruisers/destroyers (CRUDES) and amphibious units to review/confirm individual hull-unique installations and configurations to ensure applicable Subject Matter Expert (SME) support is provided during Final Integration Testing (FIT) phase.

Experience defining testing requirements, based on scope of C5I/IW system coverage and configuration.

Experience assisting in team development of up to 70 GS-12/13 personnel in an aggregated 6 ship or greater underway testing environment.

Supervises and directs test teams of up to 18 personnel during underway C5I testing.

  • You will be the principle point of contact between SURFPAC, associated Destroyer Squadrons, supporting units and the DGSIT PAC Program Manager.
  • You will support all program coordination, planning, executing, and managing technical efforts supporting the testing of CSI installation units assigned to a deploying Carrier Strike Group (CSG) or Amphibious Ready Group (ARG).
  • You will assist in the development of DGSIT program milestones and program documentation for all phases of the program. Identifies and coordinates programmatic issues with all agencies associated with DGSIT activities.
  • You will define testing requirements and lead Air Defense units and other CRUDES unit interoperability test teams during FIT phase.
  • You will develop DGSIT presentations, write reports and participate in executive decision making by providing intuitive insight and analysis.
  • You will assess efficiencies of DGSIT internal processes across all teams that are linked to operational and system support functions to improve the effectiveness and productivity of the DGSIT program and associated processes.
  • You will apply fact-finding and investigative techniques to define, depict, and document findings during FIT phase to ensure information is available to Navy and Marine Corps activities for data mining, and system field forecasting.
