The Office of the Governor, Division of Administrative Services, is seeking a procurement professional to join our team in Juneau!


An exciting opportunity is available within the Office of the Governor, Division of Administrative Services.

This position serves as the lead for procurement functions, overseeing the development and administration of contracts, managing solicitation processes, ensuring compliance with state purchasing regulations, and providing expert guidance to staff and leadership on procurement policies and procedures.

The position helps lead efforts to expedite services to staff located in the Capitol and the Governor’s Mansion, as well as to the divisions within the Governor’s Office.

This role is ideal for someone with experience in Alaska state government procurement and a strong understanding of purchasing regulations and processes.

Knowledge, Skills, and Abilities:
  • Comprehensive knowledge of Alaska state procurement laws, regulations, and procedures, including contract development, solicitation methods, and compliance requirements.
  • Strong analytical skills for reviewing and interpreting procurement documents, budgets, and financial data to support sound decision-making.
  • Skilled in managing complex procurement processes, from planning and solicitation to contract execution and monitoring.
  • Ability to provide clear guidance and training to staff, ensuring adherence to procurement and administrative policies and procedures.
  • Strong communication and collaboration skills, with the ability to work effectively with leadership, vendors, and stakeholders across multiple agencies.
  • Proven ability to oversee multiple operational areas simultaneously, prioritize competing demands, and maintain accuracy.
  • Experience using state financial and procurement systems and related software tools for tracking, reporting, and analysis.
  • Ability to interpret and apply state statutes, regulations, and administrative policies to real-world operational scenarios.
  • Sound judgment and problem-solving abilities for navigating procurement challenges and operational issues effectively.

Requirements


Any combination of education and/or experience that provides the applicant with competencies in:

  • Contracting/Procurement/Property Control: Knowledge of various types of contracts, techniques, or requirements for contracting or procurement, contract negotiation and administration; procedures for routine and non-routine purchases; practices and methods used for property control activities, including acquisition, storage, accounting, and controlled property excess.
  • Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  • Influencing/Negotiating: Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.
  • Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
  • Technical Credibility: Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
