The Pennsylvania's Public School Employees' Retirement System (PSERS) is looking for a Procurement Specialist 3 to manage a small team of procurement professionals, handle complex and high-level procurement needs for PSERS, and provide policy analysis focused on compliance and continuous improvement for the procurement policies of the agency. Requirements

This position reports to the Director of the Bureau of Administration for PSERS.

The incumbent will manage and direct the routine and long-term procurement needs of the agency, focusing not only on the day-to-day needs of the department but also future planning and specialized complex procurement tasks.

Responsibilities will include the full range of supervisory duties for a small team handling procurement activities, policy analysis as it relates to procurement for the agency, establishing and updating procedural documents, create and maintain template documents, establish service level agreements and tracking metrics, develop contract administration tools, develop reports and inform executive staff on decision making with regard to procurement strategies, represent the procurement department of PSERS during complex contract negotiations through execution at the Department of General Services Procurement Policy Council, and serve as a member of the Commonwealth Procurement User Group.

Candidates who will be successful in this role will be detail oriented and can provide strategic planning to manage day-to-day as well as anticipate future requirements.

Possessing strong interpersonal and communication skills will best support this role as building relationships with a variety of staff, executives, business partners, and vendors is essential to the position's responsibilities.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, 3 days in office and 2 days telework.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Procurement Specialist 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of professional experience performing contract management work; and a bachelor’s degree in business, supply chain, logistics, project, or operations management, or a related field; or
  • An equivalent combination of experience and training.

Other Requirements:

  • This particular position requires the selected candidate to possess two or more years of full-time professional experience in public procurement work, which must include one or more years in procurement contract solicitation, creation, and negotiation.
  • This particular position requires the selected candidate to possess one or more years of full-time professional supervisory experience in public procurement work.
