This position is located in Procurement, Richland County.
Are you the One? We are looking for a
Procurement Manager I, who will, under minimum supervision, conducts procurement activities in accordance with the South Carolina Consolidated Procurement Code, Regulation and other governing laws, rules and regulations. Develops solicitation documents including scope, instruction to offerors, technical and functional specifications and statements of work, qualifications, award criteria, terms and conditions, bidding schedules and all necessary attachments according to established procurement policy by working with the end user, applying knowledge of procurement practices, and conducting market analysis. Evaluates responses to procurements to ensure offers are responsive and responsible. Awards contracts appropriately based on source selection method, ensuring that awards are in compliance with South Carolina Procurement Code and agency policy. Prepares, processes and issues purchase orders in accordance with established SCEIS guidelines. May travel on occasion for continuing education procurement related conferences.
- Serve as a support in the review and processing of direct pays (192), create shopping carts, and issue purchase orders within established time frames and in compliance with established policies, procedures and in accordance with the South Carolina Consolidated Procurement Code.
- Solicits and awards for Request for Quotes (RFQ's), Invitation for Bids (IFBs), and Request for Proposals (RFP) in compliance with the SC Consolidated Procurement Code, Regulations, and procurement policies and procedures and within SCEIS guidelines.
- Develops and awards Sole Source, Emergency, Exempt and Inter Agency Contracts in compliance with the SC Consolidated Procurement Code, Regulations, and procurement policies and procedures and within SCEIS guidelines.
Advises agency program area staff by assisting and providing guidance with purchasing methods, sources of supply, policies and procedures, and compliance with the SC Consolidated Procurement Code.
Works with contractors and vendors to maintain current information on products and services, business standards and practices, and market conditions as required.
- Will rotate with other staff members as P-Card Administrator every other year. Responsible for Administering the P-Card program in accordance with the SC Purchase Card State Policy, the SC Consolidated Procurement Code and the SCDHHS P-Card Manual Policy.
- Performs other duties as assigned by supervisor. May travel on occasion for continuing education procurement related conferences.

Requirements
A bachelor's degree in business, accounting, finance or a closely related field and experience in procurement and purchase orders and contracts in a similar environment.
An equivalent combination of education and experience may be accepted with prior State Human Resources approval.

- A valid driver's license.
Qualifications
Professional designation as a Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) is preferred.
Extensive knowledge of rules, regulations and provisions of the South Carolina Consolidated Procurement Code and extensive experience with SCEIS.
Ability to demonstrate excellent leadership, teamwork, time management, strategic planning, decision making and other related management skills.
Must possess strong verbal and written communication skills. Must be skilled with the Microsoft Office applications Word and Excel.
Ability to establish and maintain good working relationships and communicate effectively.
