This new cabinet agency comprises the Office of Intellectual and Developmental Disabilities (formerly the Department of Disabilities and Special Needs), the Office of Mental Health (formerly the Department of Mental Health) and the Office of Substance Use Services (formerly the Department of Alcohol and Other Drug Abuse Services).

Job ResponsibilitiesSupervises staff and manages the functions of staff in their duties in day-to-day operations. Prepare performance planning and evaluation documents and related personnel paperwork.
Coaches, counsels and trains employees. Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork. 15%
Oversees issuance of competitive solicitations within agency certification in accordance with the provisions of the SC Procurement Code.
Assists staff in determination of procurement methods with solicitation processing, including negotiation and drafting of final contract terms following solicitation evaluation and prior to award.
Ensures compliance with the Purchasing Card Program. 30%
Provides communication and updates to internal agency personnel and Executive Management regarding policies and procedures related to procurements to answer questions from internal and external customers and distribute applicable information to staff within the Department as appropriate.
Participate in meetings with agency stakeholders to ensure an understanding in the procurement process. Provide continuous review of processes and workflows to ensure efficient uses of resources. 20%
Serves as the Agency’s Point of Contact with State Fiscal Accountability Authority (SFAA) Division of Procurement Services (DPS).
Works collaboratively with DPS to maintain compliance with policies and procedures, updates to document formats, and any delegation assignments.
Leads and coordinates production of required annual and quarterly reporting for agency. 15%
Ensures market research and appropriate analysis are considered. Coordinates with legal office as necessary regarding any modifications to contract language and legal provisions.
Communicates with Finance Team to ensure compliance with the State Purchase Order Policy. Manages FOIA Requests related to procurement. 15%
Strong knowledge of governmental procurement principles, state appropriations processes, and policy development
Ability to analyze complex data and translate it into actionable recommendations
Understanding of multi-source funding, including state, federal, and grant funds
Strong communication skills, particularly in presenting to executive leadership and policymakers
Ability to manage competing priorities in a complex, high visibility environment
