This role involves managing contracts and procurement for major construction and infrastructure projects at Harborview Medical Center, a key county hospital in Seattle.

The Department of Executive Services is seeking a Procurement and Contracting Program Manager (PPM IV) for the Harborview Construction & Infrastructure Division (HCID).
This position will report to the HCID Program Support Deputy Director.
This position will work with cross-functional groups to analyze and develop scopes of work and manage and administer all contracts for the Division.
Our successful candidate will be driven and organized with a passion for project management and contract administration to support cross-functional groups to analyze and develop scopes of work.
This position will be integral in helping to deliver a large portfolio of capital projects, including one of the largest capital programs in the County’s history.
About Harborview Medical Center
Harborview Medical Center is a comprehensive healthcare facility owned by King County, governed by a County-appointed Board of Trustees, and managed by the University of Washington School of Medicine.
Its primary mission is to provide high-quality healthcare for the indigent and under-served residents of King County.
Harborview is an internationally renowned Level I trauma center serving a four-state region and hosts the Medic One Emergency Response Unit, which was established as one of the country's first paramedic response programs.
Many of Washington State's emergency medical service technicians are trained at Harborview.
The Medical Center combines state-of-the-art emergency medical services with general medicine and specialty clinics, including centers of excellence in burn, neurosciences, ophthalmology, infectious disease, and rehab therapy.
Harborview Medical Center is the designated disaster control hospital for the region.
Over the years, Harborview’s medical facilities have expanded and changed to meet the demands of a growing population and progress in the fields of patient care, medicine, and technology.
The current campus spans 13 acres and multiple buildings connected by underground tunnels and elevated walkways.
In 2020, the voters of King County approved $1.74 billion in bond funding to support new facilities at Harborview Medical Center.
The resulting Harborview Bond Program will build over 1 million square feet of new and renovated spaces.
The new facilities will include construction of a new high-rise inpatient bed tower and new behavioral health building.
Seismic renovations to the Center Tower and Harborview Hall will increase capacity for supportive services and respite beds.
Additional upgrades are designated throughout various facilities, including a full renovation of the Pioneer Square Clinic.
The Harborview Bond Program will have an impact on the entire campus, including new street and helipad access.
The work is expected to extend over a minimum of 8 years, and the campus will remain fully operational 24/7 throughout the duration of the work.
In addition, the County – beginning in 2025 – began levying a County Hospital Levy property tax to support operations and the campus’ major maintenance needs. This levy will support a large portfolio of projects across the campus.
Scope of Job Duties: To be considered for this opportunity, you must demonstrate the skills and ability to:
Maintain all contracts administered by the division.
Work directly with management and staff to develop technical specifications for new solicitations, monitor contract usage and expirations, and ensure continuity of services, review and oversee compliance with terms and conditions, manage contract amendments and change orders, perform invoice review, assist in resolving accounts payable issues, and work to ensure contract payments are processed expeditiously.
Manage, update, and develop internal resources and materials for the Division’s contracts. Assist in creation and maintenance of Division-wide procurement policies and procedures and conduct training.
Ensure that all essential contract documentation is accurately and completely recorded in the contract file for audit accountability purposes.
We are looking for candidates who have:
Strong communication and interpersonal skills with the ability to lead and collaborate with work groups or individuals, including consultants, contractors, agencies, and interest groups.
Dexterity to effectively work with diverse individuals, manage and resolve customer difficulties, facilitate cross-functional discussions, and foster strong relationships with vendors and multiple internal and external stakeholders.
Demonstrated expertise in identifying and analyzing problems, conducting research, troubleshooting, and recommending corrective measures.
Skills to manage time effectively, adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and high-quality work products.
Work schedule:
The work associated with this position will be performed through remote and onsite work.
The successful candidate will be expected to be onsite 3-5 days per week at Harborview Medical Center in Seattle, WA. The frequency of onsite work will vary based on operation and business needs.
Employees must reside in Washington State and within a reasonable distance of their King County worksite.
