Key Requirements

Full Job Description

You will serve as a PROCUREMENT ANALYST in the Government Commercial Purchase Card (GCPC) Branch (N101B), of the Business Operations Division (N101), in the Contracting Department (N10), of MILITARY SEALIFT COMMAND.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: GS-12 Experienced in emphasizing required in the small-purchase, particularly micro-purchase area, coupled with skills needed to be able to find, interpret, and keep abreast of current policy trends and changes related to micro-purchasing.

Experienced in developing courses of action and adapt acquisition procedures and solutions in line with Federal, Navy, and Local acquisition and procurement policy to a variety of procurements under the micro-purchase threshold.

Experienced in data collection and analysis techniques and tools to produce reports and briefings to communicate the execution of the Contracting function to Contracting and GCPC Program participants.

GS-11 Experienced in program management principles and techniques applicable to acquisition programs.

Experienced in managing program, balance program conflicts, and resolve issues to keep the overall program on a successful path.

Experienced in coordinating and completing scheduled and short-notice data tasks and reports for both internal and external stakeholders, also contracting and working with GCPC Program-related IT systems to plan, implementing, maintaining and instructing the usage of such for Command personnel.

  • You will be responsible for implementing, proper use, maintenance, and organizational training of all directed eBusiness systems and online tools for use throughout the Directorate.
  • You will manage and provide oversight of assigned MSC GCPC Program Hierarchy.
  • You will ensure account applications are processed, setting single purchase and cycle limit thresholds in compliance with FAR, DoN, and other policies.
  • You will ensure system implementation policies, procedures, and practices comply with applicable Contracting and Acquisition rules, regulations, and policies.
