Fellowship appointments may be made to the following occupational series and grade levels: Public Health Advisor, GS-0685-15 Senior Policy Advisor, GS-0685-15 Nurse Consultant, GS-0610-14 WHAT WE ARE LOOKING FOR 0610 Nursing Basic Qualifications: Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required.
This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education or an accrediting body recognized by the U.S.
Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission of Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
AND Licensure: Applicants must have passed the National Council Licensure Examination.
In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing at least three of the following: Served as a senior clinical or programmatic authority providing expert consultation and strategic guidance on complex, multi-site healthcare programs, ensuring alignment with federal statutes, regulatory mandates, accreditation standards, and evidence-based practice.
Interpreted and applied healthcare legislation, policy directives, and regulatory frameworks to develop program guidance, resolve complex compliance issues, and recommend operational improvements adopted by senior leadership.
Directed quality assurance and performance improvement initiatives across multiple programs, analyzing enterprise-level clinical data to identify systemic risks, implement corrective action plans, and drive measurable improvements in patient safety and service delivery outcomes.
Led cross-functional and multidisciplinary teams to address high-visibility healthcare challenges, exercising independent judgment to resolve operational barriers and advance strategic program objectives.
Planned and executed comprehensive program reviews, audits, and site assessments, producing authoritative analytical reports with findings and recommendations that informed executive decision-making and strengthened regulatory compliance.
GS-15 You must have one year specialized experience to perform successfully the duties of the position.
To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing at least three of the following: Provided expert clinical consultation and technical guidance on complex healthcare programs, ensuring compliance with federal regulations, accreditation standards, and evidence-based practice guidelines.
Analyzed and interpreted healthcare policies, statutes, and regulatory requirements to develop recommendations, improve program operations, and support organizational decision-making.
Led quality assurance and performance improvement initiatives by evaluating clinical data, identifying trends and risks, and implementing corrective actions to enhance patient safety and service delivery outcomes.
Collaborated with multidisciplinary stakeholders, including healthcare providers, executive leadership, and external partners, to coordinate program activities, resolve operational challenges, and advance strategic healthcare objectives.
Conducted program reviews, audits, and site assessments to evaluate compliance, assess effectiveness, and prepare comprehensive reports with findings, recommendations, and follow-up actions.
